We’ve reached the halfway point of Michigan’s first five-year Statewide Housing Plan! Follow along to see how historic investments have supported new partnerships and empowered decisive action to build a brighter housing future.

2021

  • Governor Gretchen Whitmer set 75,000-unit housing creation/preservation goal.
  • COVID Emergency Rental Assistance program launched to maintain housing stability for renters.
  • MSHDA expanded partnership with the Michigan Department of Corrections to provide additional Housing Choice Vouchers for returning citizens.

2022

  • Michigan’s first Statewide Housing Plan approved.
  • Governor appointed Statewide Housing Partnership.
  • Michigan Homeowner Assistance Fund launched to address COVID-related hardships.
  • Michigan Association of Planners published Zoning Reform Toolkit.
  • $50M annually invested into the Housing & Community Development Fund; $50M Missing Middle Housing Program created.
  • State marked construction and rehabilitation of 25,021 housing units towards 75,000-unit five-year goal.

2023

  • $50M added to Missing Middle Housing Program.
  • 15 Regional Housing Partnerships (RHP) formed.
  • Regional action plans drafted.
  • RHPs began gathering, publishing quarterly progress reports tracking housing investments by region.
  • Governor appointed Statewide Housing Partnership.
  • Shelter Diversion Pilot Program launched, funded.
  • 11 Continua of Care developed and implemented local racial equity action plans.
  • Office of Global Michigan launched Newcomers program to support refugees in rental housing.
  • Michigan Economic Developers Association formed housing taskforce.
  • MSHDA supported Office of Rural Prosperity’s Rural Readiness Program designed to build capacity in small towns and rural communities.
  • MSHDA down payment assistance increased to $10k per household.
  • Pioneered statewide tax increment financing for housing.
  • $150M invested to close funding gaps on housing tax credit development deals.
  • MSHDA established Equity Advisory Committee.
  • Michigan Department of Health and Human Services, MSHDA partnered for Good Housing = Good Health program.
  • State received $4.5 million to address local youth homelessness in competitive HUD grant program.
  • Record number of families supported through Housing Choice Voucher program.
  • MSHDA achieved $1.2B in housing production investment, more than ever before. State marked construction and rehabilitation of 44,303 housing units towards 75,000-unit five-year goal.
  • MSHDA awarded additional Veterans Supportive Housing Vouchers to support ending veteran homelessness.
  • MSHDA established partnership with MDHHS to provide Housing Choice Vouchers to individuals exiting a State Hospital that do not have a residence to return to at the time of discharge.
  • MSHDA established partnership with the Washtenaw County Sheriff’s Office to pair Housing Choice Vouchers with case management services for individuals upon release. 

2024

  • Governor announces record five-year housing investments.
  • Launched Tribal Nations Housing Development Assistance Program with $3M investment from Federal Home Loan Bank of Indianapolis.
  • Launched Housing Readiness Incentive Grant Program.
  • University of Michigan published statewide housing needs assessment.
  • Governor increased state’s five-year housing goal to 115,000 units.
  • Key legislation passed, expanding multifamily development programs.
  • MSHDA secured additional Housing Choice Vouchers to support unsheltered rural homelessness.
  • MSHDA launched the Housing Mobility Pilot Program, combining Housing Choice Vouchers with supportive services to help families with children relocate to high-opportunity neighborhoods.
  • MSHDA awarded additional Housing Choice Vouchers to aid young adults leaving foster care.
  • MSHDA supported the launch of Great Lakes Housing Services to aid communities and partners.
  • Launched MI Neighborhood.
  • Launched MSHDA Rate Relief Mortgage Program with $50M investment from Federal Home Loan Bank of Indianapolis.
  • Federal Home Loan Bank of Indianapolis awarded the most Affordable Housing Program dollars in Michigan ever.
  • Legislature raised limit on MSHDA’s single-family mortgages.
  • Record MSHDA investments made in housing production for the second consecutive year.
  • Michigan Interagency Council on Homelessness approves first ever racial equity action plan for the Michigan Campaign to End Homelessness.

2025

  • First Generation Down Payment Assistance and Employer-Assisted Housing Fund programs launched.
  • MSHDA awarded additional Veterans Supportive Housing Vouchers to support ending veteran homelessness.
