Housing and Community Development Fund (HCDF)

Public Act 346 of 1966, Part 125.1458a, charges the Michigan State Housing Development Authority (the “Authority”) with administering the Michigan Housing and Community Development Fund (“HCDF”) for the purpose of developing and coordinating public and private resources to meet the affordable housing needs of low income, very low income, and extremely low income households and to revitalize downtown areas and adjacent neighborhoods in Michigan.

HCDF Allocation Plan

Per Public Act 346 of 1966, Part 125.1458, MSHDA must conduct three public hearings to receive public comment on the HCDF Allocation Plan before it is approved.

The hearings for the 2027-2028 HCDF Allocation Plan and MSHDA Citizen Participation Plan will take place:

  • In person: Tuesday, August 11, 2:00 - 3:00 p.m., MDOT North Region Office, 1088 M-32, Gaylord, MI 49735
  • In person: Wednesday, August 19, 11 a.m. - noon, 350 Ottawa Ave NW, Grand Rapids, MI 49503 (Huron and Erie Conference Rooms)
  • In person: Wednesday, August 26, 10:00 - 11:00 a.m., Cadillac Place, 3028 W Grand Blvd, Detroit, MI 48202 (Ste 4-600)
  • Virtual: Thursday, September 3, 1:30 - 2:30 p.m., Microsoft Teams meeting
