Authority Board Members
The Authority Board generally meets once a month in Lansing. The members provide policy direction to the MSHDA staff, authorize bond issues, approve development loan commitments, and evaluate programs.
Five of the board members are appointed by the Governor, with confirmation by the State Senate, for terms of four years. The remaining members are directors of state departments.

Susan Corbin
Appointed by Governor Whitmer | Term: October 19, 2020 - expires at the pleasure of the Governor
Susan Corbin became the Senior Chief Deputy of the Michigan Department of Labor and Economic Opportunity (LEO) at the department’s creation in August 2019. In October 2020 she was appointed Acting Director and was subsequently appointed Director of LEO by Governor Whitmer in August, 2021.
As Senior Chief Deputy, Susan lead operations for all of LEO, with direct-line responsibility for the Labor agencies and Unemployment Insurance Offices.
In the past Susan has served as a Senior Advisor in the Office of Governor Whitmer, Director of Customer Assistance in the Michigan Public Service Commission, as well as Deputy Director and Chief of Staff for the Department of Energy, Labor & Economic Growth where she had oversight responsibility for the Unemployment Insurance Agency, the Worker’s Compensation Agency, and the Michigan Occupational Safety and Health Administration. She also served as Director of Appointments for Governor Granholm.
Ms. Corbin began her professional career working for the Michigan Departments of Commerce, Labor, and Transportation assisting with their cultural, educational, and trade relations with the People’s Republic of China.
She has a degree in International Relations from James Madison College at Michigan State University.
Jennifer (Jennie) Grau
Appointed by Governor Snyder | Term: December 17, 2018 - March 10, 2027
Jennie is president of Grau Interpersonal Communication, and whose clients include Fortune 500 corporations, nonprofit organizations, educational institutions and government entities. Her work has been noted in the Wall Street Journal, U.S. News & World Report and Lansing State Journal. In 2011, she received the International Listening Association's Listening in the Business Sector Award and in 2016 was inducted into the Listening Hall of Fame. Jennie earned a bachelor's degree in interpersonal communication from Oberlin College and a master's degree in organizational communication from Michigan State University. She also is a Certified Listening Professional (CLP). Ms. Grau serves as a Democrat member of the Authority board.
Rachael Eubanks
Appointed by Governor Whitmer | Term: January 1, 2019 - expires at the pleasure of the Governor
Rachael Eubanks was appointed as Michigan's 47th State Treasurer by Governor Gretchen Whitmer in January of 2019.
Treasurer Eubanks was appointed by Governor Rick Snyder in 2016 (and was reappointed in 2017) to serve on the Michigan Public Service Commission as a utility regulatory commissioner. Prior to that role, Treasurer Eubanks structured more than $25 billion in bond financings for public entities-primarily the state of Michigan, State Building Authority, Michigan Finance Authority and the Michigan Strategic Fund. Treasurer Eubanks also served as point of contact for credit rating agencies on state credit matters for 10 years.
Eubanks obtained her bachelor's degree in economics from the University of Michigan.
Regina Bell
Appointed by Governor Whitmer | Term: March 27, 2019 – March 10, 2027
Regina Bell is director of Government Relations and Public Policy at the Council of Michigan Foundations, where she is responsible for the effective development and support of CMF’s government relations goals and public policy agenda. Regina works to leverage the collective voice of Michigan philanthropy to improve outcomes for Michigan communities and beyond. As a policy professional with over 20 years of experience working in the public and private sectors, Regina has provided oversight for program execution, played a key role in driving policy development, served as a credible and trusted voice among various stakeholders, and has successfully built and maintained strategic relationships to advance Michigan’s economy. Regina has served in numerous capacities including most recently as program officer for the W.K. Kellogg Foundation, policy director for AT&T.
Quentin L. Messer
Appointed by Governor Whitmer | Term: July 19, 2021 - expires at the pleasure of the Governor
As MEDC CEO and President and Chair of the Michigan Strategic Fund, Quentin L. Messer, Jr. is charged with implementing and executing MEDC's core mission of business development and attraction, community development, providing access to capital and enhancing Michigan's image and brand with a focus on building a strong and equitable economy for all Michiganders.
Immediately prior to his role as CEO of MEDC, Messer served as President and CEO of New Orleans Business Alliance (NOLABA). Messer also served as the former President of the Louisiana Economic Development Corporation. His private sector experience includes The Boston Consulting Group and O'Melveny & Myers LLP, as well as work at a variety of start-up ventures.
Mr. Messer received a Bachelor of Arts from Princeton University and earned his Juris Doctorate and Master of Business Administration from Columbia University's Law and Business Schools, respectively.
Jonathan P. Bradford
Appointed by Governor Whitmer | Term: February 23, 2023 - March 10, 2026
Jonathan P. Bradford, of Grand Rapids, is the retired CEO of ICCF Community Homes, a not-for-profit housing developer and housing service provider in Grand Rapids. Mr. Bradford was also the founding President of the Community Economic Development Association of Michigan (CEDAM) and the Genesis Non-Profit Housing Corporation.
Mr. Bradford is a licensed residential builder and currently provides real estate consulting service through Development and Construction Resources, LLC where he assists with design, public approvals, finance and actual construction oversight. He holds a Bachelor of Arts in Sociology from Calvin University and a Master of Social Work in Housing Policy and Planning from the University of Michigan.
Warren Call
Appointed by Governor Whitmer | Term: February 23, 2023 - March 10, 2026
Warren Call is the President & CEO of Traverse Connect, the lead economic development organization for the Grand Traverse region, which supports area businesses through a combination of business attraction and retention strategies, talent development efforts, chamber programs, and strategic coordination among partner agencies. Traverse Connect also hosts the Northern Michigan Chamber Alliance, a coalition of 16 chambers and economic development organizations representing 7,500 businesses across Northern Michigan. The Alliance exists to advocate for rural northern Michigan and move forward rural-centric business policy. Warren’s role is to lead strategy for the organization, advocate for area businesses, represent the region globally and collaborate with local, state and national organizations on critical issues related to economic development. Prior to joining Traverse Connect, Warren served as the Regional Manager for the Huntington Private Bank, with oversight for Investment & Private Banking across Northern Michigan. He has also led several nonprofit and public policy initiatives dedicated to economic expansion and talent development. Warren holds a M.B.A. in International Finance from St. John’s University and a B.A. in History from Michigan State University.
