Housing Choice Voucher (HCV) Portability
MSHDA is currently billing incoming applicants and participants into its Housing Choice Voucher (HCV) Program, including Veterans Affairs Supportive Housing (VASH) applicants and participants.
An eligible family that has been issued a voucher may use that voucher to lease a unit anywhere in the United States where there is a Public Housing Agency operating an HCV program. This is referred to as “portability”. Please refer to the “How Portability Works” flyer under “Resources” below for detailed information on the portability process and items to consider when planning your move.
Incoming Portability
MSHDA’s HCV program allows for families with a voucher from another Public Housing Agency to transfer their voucher to Michigan. This is referred to as “porting in” to MSHDA’s jurisdiction. If you wish to port into MSHDA’s jurisdiction, please contact your current Public Housing Agency and have them forward your portability package to MSHDA using the Incoming Portability contact information below.
NOTE: MSHDA will not accept an incoming portability package if the applicant/participant is remaining in the jurisdiction of the initial Public Housing Agency (PHA).
Outgoing Portability
Similarly, MSHDA’s HCV program allows for families with a voucher issued by MSHDA to transfer their voucher outside of Michigan. This is referred to as “porting out” of MSHDA’s jurisdiction. Current MSHDA applicants or participants wishing to port-out of MSHDA’s jurisdiction (outside of Michigan) must contact their assigned Housing Agent to determine eligibility.
