Attorney General Nessel Secures Injunction Against Unlicensed Flint Adult Foster Care Facility

LANSING – Michigan Attorney General Dana Nessel recently secured a permanent injunction against adult foster care facility Harmony Manor, LLC, and its owner and operator, Gregory Cheff. The order prevents them from operating the facility, located in Flint, without a license.  

In July 2024, the Department of Licensing and Regulatory Affairs (LARA) revoked Harmony Manor’s adult foster care license due to defects with the physical structure of the building. However, Harmony Manor continued to operate. In September 2024, LARA received a complaint and launched an investigation.

The investigation found that Harmony Manor was still providing adult foster care to at least five individuals. In January 2025, LARA referred this matter to the Department of Attorney General. On February 27, 2025, Attorney General Nessel filed a complaint seeking the injunction, which became effective on June 23, 2025.

“Providing care without a license and in unsafe conditions endangers the very people these facilities are meant to protect,” Nessel said. “I want to thank LARA for its thorough investigation and partnership in protecting Michigan residents who rely on licensed care. My office remains committed to holding accountable those who endanger the health and safety of some of our most vulnerable.”

Under the permanent injunction, Harmony Manor and Cheff must also cooperate with LARA and other agencies to discharge and relocate residents in need of adult foster care. In addition, Harmony Manor and Cheff must grant licensing workers, Adult Protective Services workers, Community Mental Health workers, law enforcement, and medical personnel access to the premises and residents.
