AG Reviews Fatal June 2025 Michigan State Police Shooting in Saginaw: Trooper Acted in Defense of Others, Ending Bank Standoff and Hostage Situation

LANSING – Today, the Michigan Department of Attorney General announced it has concluded the review of the June 27th, 2025, officer-involved shooting death of Quentin Marquese Allen, 31, of Saginaw. The Department determined that the Michigan State Police Trooper acted in defense of others, specifically the bank employee taken by Allen as a hostage, and will not issue charges. It is the policy of the Michigan State Police (MSP) to send all officer involved shootings to the Department of Attorney General for review.  

On the evening of June 27th, 2025, Quentin Marquese Allen entered a Saginaw Township branch of Mercantile Bank on State Street, demanding money from the single employee remaining at the location. The bank employee had been engaged in a phone call conversation when Allen arrived and, when Allen began making demands, the individual on the other end of the call hung up and called 9-1-1 to alert authorities to a suspected robbery-in-progress. Local authorities responded and requested the assistance of the MSP Saginaw Emergency Response Team.  

Over the ensuing two-hours and forty-minutes, Allen barricaded the branch office, took the bank employee for a hostage, and made demands of police negotiators including $10,000 in cash, a Faygo-brand soda, and potato chips, threatening to harm the bank employee if his demands went unmet. In an attempt to show good faith as a negotiating partner, and in furtherance of efforts to secure the release of the hostage bank employee, police deployed a drone to deliver the food products demanded by Allen.  

While using the bank employee as a human shield, Allen approached the doorway to retrieve the delivery. At this time, an MSP Trooper was positioned across the street atop an adjacent business, at a distance from the doorway of approximately 115 yards, equipped with a specialty rifle. At a crucial juncture, the bank employee lowered herself, allowing for a clear line of fire for the MSP Trooper. The Trooper fired once, fatally striking Allen and ending the extended police standoff. 

Under MSP policy, all officer-involved shootings are assigned to investigators from a different district than where the incident occurred. This investigation was conducted by the Michigan State Police 2nd District who then referred the matter to the Department of Attorney General.   

Attorneys at the Department of Attorney General reviewed police reports, witness statements, branch office surveillance video, 9-1-1 calls made concerning the incident, recordings of phone discussions between Allen and a police negotiator, and other material. 

The Department of Attorney General review concluded the Trooper killed Quentin Marquese Allen in a justified exercise of defense of others, and his decision to fire at Allen ended an extended police standoff involving a hostage in immediate, life-threatening danger.   

The legal issue in this case was whether the MSP Trooper acted in a lawful manner when they used deadly force by discharging their weapon. An officer’s decision about the level of force necessary to control an individual will be based on the officer’s perception of the threat and the subject’s apparent ability to carry out that threat. In this instance, the MSP Trooper was brought on-scene due to his special skills and training as a member of the MSP Emergency Response Team. At the time of the fatal shooting, the hostage was clearly and visibly in distress, and Allen had repeatedly told law enforcement he would harm the hostage if his demands were not met. The Trooper reasonably believed that the use of deadly force was necessary to prevent further harm to, or possibly the death of, the woman taken hostage by Allen. Under Michigan law, this honest and reasonable belief established a lawful justification of the use of deadly force against Allen by law enforcement.  

The Department of Attorney General is available to lead or support any investigation of an officer-involved shooting at the request of any county prosecutor or law enforcement agency within the State and today renews this commitment and offer.
