Home Healthcare Worker Charged with Unlicensed Practice of Medicine, Identity Theft
October 23, 2026
LANSING — Last week, Shonda Natasha Davis, 45, of Roseville, was arraigned in the 41A District Court in Sterling Heights on one count each of Identity Theft, a 5-year felony, and Unauthorized Practice of a Health Profession, a 4-year felony, announced Michigan Attorney General Dana Nessel.
It is alleged that Shonda Natasha Davis, who is not a Licensed Practical Nurse (LPN), used the LPN license number of another woman to apply for employment and perform work as an LPN. Davis obtained employment at Maxim Healthcare in Flint, a company that provides home healthcare and other services, in August of 2024 and served there in an LPN role until April 2025.
In that time, it is alleged that Davis provided health services to Medicaid beneficiary patients despite holding no license to do so. Parents of patients and supervising employees reported Davis’ provision of services as clearly deficient.
“This case alleges a shocking abuse of public records, and the trust and care of patients,” said Attorney General Nessel. “Medicaid patients, and patients everywhere, should be able to trust their healthcare providers are qualified and vetted. The Health Care Fraud Division in my office will lead this prosecution, among their continued efforts to defend the Medicaid program and vulnerable patients across the State.”
Davis was arraigned on October 16th and will next appear before the 41A District Court for a probable cause conference on Oct. 26th. Preliminary examination is scheduled for November 2nd.
The Attorney General’s Health Care Fraud Division (HCFD) is handling this case for the Department. The HCFD is the federally certified Medicaid Fraud Control Unit for Michigan, and it receives 75% of its funding from the U.S. Department of Health and Human Services under a grant award totaling $5,806,644.00 for the fiscal year 2027. The remaining 25% percent, totaling $1,935,547.80, is funded by the State of Michigan.
