Improving Emergency Shelter and Expanding Transitional Housing (ESTH)

Through the fiscal year 2025 Housing and Community Development Fund (HCDF), MSHDA is committing a one-time allocation of $3 million to support critical infrastructure and capacity needs for emergency shelters and transitional housing in Michigan. The purpose of these funds is to address emergency shelter infrastructure needs related to access and safety, as well as increase the number of available transitional housing units.

To support this purpose, MSHDA is releasing a Notice of Funding Opportunity (NOFO) to solicit applications from existing emergency shelter and transitional housing organizations. Applications must demonstrate need and feasibility for structural improvements and transitional housing expansion, responding to all requirements as outlined in this NOFO. Evaluation of applications and parameters for awarded grants are provided in the NOFO.
