Recovery Housing Program (RHP)

The Recovery Housing Program (RHP) grant provides funding to support stable, transitional housing for individuals in recovery from a substance use disorder (SUD). As Michigan's non-entitlement recipient, MSHDA received four allocations of RHP funding totaling $3.6 million for HUD fiscal years 2020-2024. Authorized under Section 8071 of the SUPPORT for Patients and Communities Act, RHP is a pilot program designed to help individuals in recovery become stably housed through targeted, short-term assistance.

The program offers up to two years of housing assistance, or until the individual secures permanent housing, helping stabilize recovery pathways and support long‑term independence. MSHDA’s RHP expands the housing capacity of certified recovery residences and supports individuals in recovery by covering leasing, rental, and utility costs, along with eligible administrative expenses. Grantees use a coordinated, community‑wide approach and align RHP resources with other federal and non‑federal services related to substance use, homelessness, employment, and wraparound supports.

Through RHP, MSHDA strengthens access to stable housing that supports recovery, improves outcomes for independent living, and helps individuals successfully transition to long‑term stability.
