What is the Michigan Consolidated Plan?
The Consolidated Plan creates the opportunity for strategic planning and citizen participation to take place in a comprehensive context; it allows local governments, community organizations and citizens to address the larger picture in which these programs operate, offering the State a better chance to shape the various programs into effective coordinated strategies.

2026 Annual Action Plan – Public Comment Notice

We will provide the document within one business day of request and comments can be sent in writing and/or made verbally in person at the upcoming public hearings as outlined below:
The comment period will commence on Thursday, April 9, 2026, and end on Monday, May 11, 2026. In-person public hearings will be held on Wednesday, April 15, 2026, from 9:00-9:30a.m. at the MSHDA Meeting at Eagle Eye Golf & Banquet Center, 1550 Chandler Rd., Bath, MI 48808 and on Tuesday, May 5, 2026, from 1:00-2:00p.m. at the MSHDA Detroit office, Cadillac Place Building, 3028 W. Grand Boulevard, Suite 4-600, Detroit, MI 48202. A special virtual public hearing will be held on Monday, May 4, 2026 from 5:00-6:00 p.m. via Microsoft Teams, Join: Virtual Public Hearing Meeting Link, Meeting ID: 266 902 358 438 16, Passcode: ir68eY9K OR call in (audio only) 1-248-509-0316, 447314986#, Phone Conference ID: 447 314 986#.
Individuals and organizations may submit written comments to Tonya Joy and Pierre-Denise Gilliam, 735 East Michigan Avenue, P.O. Box 30044, Lansing, MI 48909. Written comments must be received no later than May 11, 2026. Comments can also be submitted to the MSHDA Consolidated Plan Coordinator via e-mail to mshda-ndd@michigan.gov.
