The Administrative Plan is a supporting document to the MSHDA Public Housing Authority (PHA) Plan and is required by the U.S. Department of Housing and Urban Development. The purpose of the Administrative Plan is to establish policies for carrying out the programs of the Housing Choice Voucher program in a manner consistent with HUD requirements and to carry out the goals and objectives contained in the MSHDA PHA Plan.
The Administrative Plan is reviewed annually by MSHDA staff and appropriate updates made to reflect changes in regulations, MSHDA operations, or when needed to ensure staff consistency in operations.

The MSHDA Rental Assistance and Homeless Solutions Division has prepared an Administrative Plan which states its policy for implementing the Housing Choice Voucher Program.
The Accepted 2024-2025 Administrative Plan contains chapters with significant revisions due to changes to the federal regulations enacted under the Housing Opportunity Through Modernization Act of 2016 (HOTMA). MSHDA’s compliance date and implementation of the accepted Administrative Plan below will be determined when HUD’s new Housing Information Portal (HIP) is accepting certifications, and MSHDA’s software vendor indicates that we may begin submitting certification to HIP. MSHDA is currently awaiting more information from HUD on its HIP conversion date to establish the effective date of the Administrative Plan changes. Until then, the currently effective Administrative Plan below will remain in place.
