Important Changes Coming to Online Filing, Registration, and Account Access
The Michigan Department of Treasury is upgrading the way Motor Fuel and Tobacco taxes are administered. Beginning in the fall, taxpayers will transition from MiMATS to Michigan Treasury eServices, improving reliability, accessibility, and customer experience for businesses, industry partners, and third party filers.
This modernization affects how users register, log in, file returns, make payments, manage licenses, request refunds and communicate with Treasury.

What's Changing
Unified Registration Process
Motor Fuel, Tobacco, Aviation Fuel, and Motor Fuel Statutory Refund accounts will now be registered through a single Business Registration request in the new Michigan Treasury eServices platform. This replaces multiple registration paths previously used in MiMATS.
MiLOGIN Now Required for Access
MiLOGIN is the state of Michigan’s single sign-on and identity management portal. It allows individuals and business users to access online government services across multiple state agencies using a single user ID and password.
All Motor Fuel and Tobacco filers must use MiLOGIN to access Michigan Treasury e Services. This means:
- MiMATS usernames will not carry over.
- Users will create or verify MiLOGIN credentials before accessing their accounts.
- Updated step by step login instructions will be provided.
- Motor Fuel Statutory refunds are individual accounts and routed through the MiLOGIN individual or citizen portal
New Non Filer Billing Process
Treasury is introducing a modernized non filer workflow for Motor Fuel and Tobacco tax types. Taxpayers may receive earlier notices, estimated returns, and new timelines for responding. These notices replace older MiMATS billing behaviors.
New Power of Attorney (POA) Workflow
POA records will no longer be added through MiMATS. User access will be managed by business account administrators Michigan Treasury eServices. This affects accountants, tax professionals, and third-party preparers.
New Voucher-Based Payment Method
Payments will be made through Michigan Treasury eServices voucher payments. Motor Fuel and Tobacco filers will receive updated instructions on how to submit payments using this new process.
Replacing “Respond to a Letter” With “Send a Message”
The MiMATS “Respond to a Letter” function will have a new process within Michigan Treasury eServices. Taxpayers will now communicate with Treasury using the “Send a Message” web request within the Michigan Treasury eServices. This ensures secure, trackable communication.
Accessing Existing MiMATS Accounts in the New System
Current MiMATS credentials can be used to access Michigan Treasury eServices for approximately six months after go-live.
