Data Sharing - Local Government

Local Government Confidential Information Requests

Under the provisions of a data sharing agreement (DSA), Department of Treasury may provide as filed tax returns, city tax extracts[AC6.1], and/or principal residence exemption information to Local Governments upon request. Local Government requests should be submitted through the Michigan Disclosure Request System.

    If a local government needs to establish a DSA with Treasury, the first step is completing the DSA questionnaire. Once a DSA is in place, an authorized representative may begin requesting information. As part of Treasury’s DSAs, local unit of government are responsible for completing annual compliance requirements.

    The Pre‑Agreement Questionnaire gathers essential details from agencies about why they need Michigan Treasury tax information, how they will use it, and who will have access to it.

  • Confidentiality Agreement

    Confidentiality Agreement, Form 4170, is required for all local government employees authorized to access authorized confidential state tax information.

  • Verification of Confidentiality Compliance

    Local governments with access to Treasury data are required to submit this form annually, confirming employees with access have completed their compliance requirements.

  • Annual Security and Safeguard Training

    All local government employees authorized to access confidential state tax information must complete Treasury's Annual Security and Safeguard Training.
