Michigan 911 Program Modernization
Important Updates to Filing and Payment Processes
The Michigan Department of Treasury is upgrading how the Michigan 911 Program is administered.
Beginning this fall, retailers filers, service supplier filers and other stakeholders will transition from the legacy 911 system to the new Michigan Treasury eServices platform as part of a modernization effort. This update will improve accuracy, reduce manual processing, and enhance customer service across the entire 911 program operations.
What Is Changing?
Electronic Filing Becomes Available
Retailers and service suppliers will be able to file State 911 surcharge returns electronically through Michigan Treasury eServices:
- Treasury will encourage e‑filing to reduce errors and improve processing speed.
- Electronic payments will also be supported.
- Paper forms will continue to be accepted but electronic filing is encouraged.
MiLOGIN Required for Online Access
MiLOGIN is the state of Michigan’s single sign-on and identity management portal. It allows individuals and business users to access online government services across multiple state agencies using a single user ID and password.
When live around mid-November 2026, all electronic filers will sign in through MiLOGIN to use Michigan Treasury eServices–Business:
- First‑time filers will complete registration online.
- This online platform provides secure, convenient tools for managing 911 accounts and replaces legacy systems for return and payment processing.
Updated Processing of Returns and Payments
Michigan Treasury eServices introduces new automation that improves accuracy and reduces manual work. Electronic forms and payments allow for quicker processing with fewer errors.
Payment Methods
Electronic filing will expand payment options, but credit card and digital wallet payments will not be available for 911 surcharges. Acceptable payment methods remain the same.
