Michigan Supplier Community (MiSC)

Welcome to the Michigan Supplier Community!

Are you a Michigan based business looking to do business with the State of Michigan?

The Michigan Supplier Community, or MiSC for short,  was established in 2019 to encourage expanded business opportunities within low-income communities in underutilized business areas. Eligible companies can join the MiSC program for free.

About MiSC

The MISC program has two primary goals: to increase opportunities for qualifying vendors and simplify the bidding process. It allows State of Michigan agencies to get three quotes and purchase directly from vendors for select purchases up to $500,000. MiSC solicitations are not publicly posted on the State's SIGMA VSS system. Companies become eligible for MiSC by updating their SIGMA VSS profile. There is no cost associated with being part of the MiSC program.

Who is Eligible for the MiSC Program?

For a vendor to be eligible for MiSC they must have their principle place of business in Michigan and must meet one of the following four criteria:

Small Business: Less than 500 employees and annual revenues equal to or less than $25M.

Community Rehabilitation Organization (CRO)

Veteran-Owned or Service-Disabled Veteran-Owned business (SDVOB)

Michigan Geographically Disadvantaged Business Enterprise (GDBE): As defined in Executive Directive 2019-08, the Michigan-based business must meet one of the following criteria:

  • Business is a certified Michigan HUBZone by the Small Business Concern by the United States Small Business Administration) or
  • Located in a Michigan Qualified Opportunity Zone (QOZ), or a majority of their employees either work in or reside in a Michigan QOZ. (QOZ is designated by the Federal Treasury Department)

How to Register for MiSC

A vendor that meets the above criteria must register in SIGMA Vendor Self-Service (VSS) and select the appropriate business types (see chart of business types below).

Differences Between MiSC & SDVOB Pricing Preference

The MiSC program is not a pricing preference, however, vendors eligible for the SDVOB pricing preference may claim it when submitting a quote.

Vendors must include required documentation showing eligibility for the preference with each bid response to claim the SDVOB preference. Being included in MiSC does not remove or replace any documentation requirements. Vendors that may be eligible for the SDVOB pricing preference should visit the Programs & Policies section of our website for complete information.
