The State of Michigan operates as a self-insured entity for its no-fault vehicle liability in accordance with state law. This means that instead of paying premiums to a commercial insurance carrier, the state essentially acts as its own insurer, establishing funds and processes to manage claims that would typically be covered by a no-fault insurance policy. This approach allows the state to have greater control over claims management while reducing the long-term costs associated with insurance premiums and administrative fees.

If you are involved in an accident with a state vehicle, or if your property has been damaged by a state vehicle, please contact the state’s third-party administrator – The ASU Group – to file a claim.

Individuals with insurance coverage may also contact their insurance company to assist with the claims process and collaborate with the state’s third-party administrator to resolve the claim.

For State of Michigan employees:

In the event of an accident while operating a state vehicle, it is important to document as much information as possible. The Maintenance Assistance Program (MAP) guide, which is typically stored in the state vehicle’s glovebox, provides details regarding the information that should be documented. This information is needed when filing a police report.

Following an accident, the state employee driver must:

  1. Immediately contact the nearest police department to report the accident.

    If police cannot respond to the scene of the accident, the state employee driver must go to the nearest police station to file a report. If police are not able to take a report, due to jurisdictional issues or otherwise, the state employee driver must document the circumstances in a written statement. Reimbursement for any fee(s) paid to obtain a copy of a police report must be requested from your agency/department, through the travel reimbursement process.

  2. Send a copy of the police report (via mail or fax) to:

  3. Report the accident to the Fleet Services Collision Center at 1-800-937-8149.
    The Collision Center will:
    • Obtain information about the accident over the phone to complete a crash report
    • Assess damages to the state vehicle and determine the necessary repair actions
    • Arrange towing services, if needed, for the state vehicle • Identify a repair service vendor
    • Authorize all repairs to the state vehicle and ensure timely completion
    • Arrange for alternate transportation, if needed
  4. Contact your department’s vehicle coordinator to report the accident and, if necessary, arrange for alternate transportation.

Non-State Vehicles

The State of Michigan does not insure any vehicles that are not registered to the State.

Rental Vehicles

Vehicles rented from a third-party (Enterprise, Avis, Budget, etc.) are not covered by the state’s vehicle self-insurance.

State employees must purchase rental insurance directly from the rental company. All costs associated with rental vehicles, including rental insurance coverage, are the responsibility of the department for which the state employee works.

State Employee Personal Vehicles

Employees’ personal vehicles are not covered by the state’s vehicle self-insurance.

Employees who are involved in an accident with their personal vehicle must file a claim with their personal auto insurer.

Enterprise Risk Management highly advises employees to acquire a state vehicle through the motor pool reservation system in accordance with the rules and policies established by DTMB Vehicle & Travel Services and the department for which the employee works.
