Eligibility Information
The categories of organizations that are eligible to participate in the State of Michigan Federal Surplus Program are:
1. Local governments and their subordinate units. Examples: counties, cities, townships, police departments, fire departments2. State universities, state colleges, community colleges, public school districts
3. Certain nonprofit organizations may participate in this program. They may be: a. Educational in nature, licensed or accredited by the State Department of Education
b. Health care providers, licensed by the State Department of Community Health or Department of Labor and Economic Growth
c. Provide services through the Older American Act and receive funding for the services offered
d. Service educational activities such as Junior ROTC units, scouting programs, or military schools
e. Providers of assistance to the homeless/impoverished. Examples: homeless shelters, soup kitchens
f. Small Business Administration (SBA) Section 8(a) Business Development
Application for Eligibility Supplement Information
We apologize, but beginning January 2, 2024, we will no longer accept and support the paper or electronic Application for Eligibility to Receive Federal Surplus (DTMB-0292). The State of Michigan Federal Surplus program is set to launch the Recoup Donee Portal the first week of January. The new portal will allow federal surplus staff to manage all operations electronically, saving a significant amount of time and eliminating the need for paper documents.
Donees will also benefit from the new system, as they will be able to apply for and update their applications, submit property requests, and manage and upload all documents required for compliance purposes. Additionally, donees will be able to view donations following GSA approval and allocation, as well as receive invoices directly from the system.The Recoup Donee Portal promises to simplify and streamline all the Federal day-to-day processes, and donees will feel a true sense of control when managing their accounts. This new system represents a significant step forward for the State of Michigan Federal Surplus program, and we hope that it will make a positive impact on all those who use it.
User guides will be distributed to all donees prior to the system's launch.

Nonprofit Education:

- Narrative describing courses offered, enrollment, facilities, and staffing.
- IRS 501c ruling.
Volunteer Fire/Rescue:
- Charter or approved by proper governing authority.
- Proof of public funding for ire/rescue.
- IRS 501c ruling.
Older Individuals:
- Proof of Older American Act funding.
- Narrative of organization that includes staff, persons served, facilities, and general operations of program.
- IRS 501c ruling.
Public Agencies:
- Proof of public agency status.
Museums:
- Narrative describing staffing, hours open to the public (1000 hours a year).
- IRS 501c ruling.
- Proof of approval as a SEA.
- Written verification from SBA.
Homeless:
- Public recognition as homeless help provider.
- IRS 501c ruling.
- Proof of population served is homeless or below poverty level.
- Articles of incorporation/bylaws.
- Narrative of organization that includes staff, persons served, facilities, and general operations of program.
Impoverished Individuals:
- IRS 501c ruling.
- Proof of population served is homeless or below poverty level.
- Articles of incorporation/bylaws.
- Narrative of organization that includes staff, persons served, facilities, and general operations of program.
Veteran Groups:
- IRS 501c ruling.
- Proof of recognition by Veteran’s Affairs under Title 38 U.S.C. 5902.
