Governor Whitmer issued Executive Directive 2019 - 08 calling on the Department of Technology, Management and Budget (DTMB) to encourage expanded business opportunities within low-income communities and underutilized business areas. The Michigan Supplier Community (MiSC) was established to help meet this goal.
The Michigan Supplier Community (MISC) program has two primary goals: to increase opportunities for qualifying vendors and simplify the bidding process. It allows State of Michigan agencies to get three quotes and purchase directly from vendors for select purchases up to $500,000. MiSC solictations are not publicly posted on the State's SIGMA VSS system. Companies become eligible for MiSC by updating their SIGMA VSS profile. There is no cost associated with being part of the MiSC program.
For a vendor to be eligible for MiSC they must have their principle place of business in Michigan.
A business must also meet one of the following four criteria:
Businesses that meet one of the four criteria above are eligible for the Michigan Supplier Community and must certify to be included in the MiSC program.
A vendor should update their SIGMA Vendor Self-Service profile. This affirms their status matching one of the above criteria. Once SIGMA VSS is up to date the vendor is MiSC registered and is eligible for the program.
The MiSC program is not a pricing preference. However, vendors eligible for the SDVOB pricing preference may claim it when submitting a quote.
You must still include required documentation showing eligibility for the preference with each bid response to claim the SDVOB preference. Being included in the Michigan Supplier Community does not remove or replace any documentation requirements.

|SDVO||Service Disabled Veteran Owned||Business is 51% or more owned by one or more persons who served in the active military, naval, or air service and who was discharged or released from service under conditions other than dishonorable, and has a disability incurred or aggravated in the line of duty in the active military, naval, or air service as described in 38 USC 101(16).|
