About FOIA requests to State of Michigan Procurement

The Freedom of Information Act (FOIA) provides the public with the right to request access to most government records. State of Michigan Procurement is part of DTMB and is responsible for managing all aspects of high-level, complex solicitations.

Bid records are available to the public after a contract has been awarded.

Bid Proposals

Businesses that bid on State of Michigan projects provide the State with a Public Copy of a bid proposal as part of the bidding process. These documents are available below for review.

Contract List

The Contract List serves as a directory for all active contracts that are managed by State of Michigan Procurement. This list also includes some contracts from other agencies.

SIGMA VSS

Documents used in the bidding process are available on SIGMA VSS. You can view them without an account by using the "View Published Solicitations" link.

How should I submit my request?

Make your request in writing. We’ll accept your request by email, USPS, or hand delivery. Be sure to include your name, company name, address, telephone number, and email address.

Is there a fee for records?

There may be a fee depending on the size of the request. We’re allowed to charge a fee for the actual cost of the search, examination, review, deletion and separation of exempt from nonexempt information, and duplication of records. 

How will the record be provided?

We’ll provide the requested records electronically whenever possible. If the files are too large to send electronically, we’ll transfer the records to a thumb drive and mail them to you via standard USPS mail.

When will I receive a response?

You’ll receive a response within five business days. In some cases, we may extend this period to ten days. If a fee is required, the response may be in the form of an invoice. Full payment is required before the requested records are released.
