Section 107 Regional Funding — Three-year grant period (2024-25, 2025-26, 2026-27). Section 107 of the State School Aid Act allocates $36.5 million for regional adult education programs to an intermediate school district (ISD) serving as the fiscal agent in each of the ten prosperity regions in Michigan, as determined and agreed upon by all ISDs within the region.
Section 107 Regional Special Programs Funding — Section 107(15-17) of the 2024-25 State School Aid Act (Public Act 120 of 2024) allocates an amount not to exceed $4 million for currently funded Section 107 adult education programs that connect adult education participants with employers. Programs must provide a collaboration linking adult education programs within the county, state approved career and technical education programs, and local employers.
2023-24 Section 107, State School Aid Act (Public Act 103 of 2023)
Section 107 Regional Funding — Three-year grant period: (2021-22, 2022-23, 2023-24). Section 107 allocates $26 million for regional adult education programs to an intermediate school district (ISD) serving as the fiscal agent in each of the ten prosperity regions in Michigan, as determined and agreed upon by all ISDs within the region. Regional providers must provide services within the geographic boundaries of the prosperity region; however, participants can obtain services from any region.

Section 107a Adult Education Innovation Program Funding — A Request for Proposals (RFP) was conducted by LEO-WD to support innovative approaches that lead to increased participant enrollment, retention, and completion of adult education programming. This funding opportunity was made possible by a $15 million investment in Section 107a of the State School Aid Act (Public Act 320 of 2023). The purpose of the funding is to pilot evidence-based and scalable innovations to equitably and effectively serve adult learners, including adults without a high school diploma or equivalency and English language learners. The innovation funding is intended to complement the additional $10 million allocated to increase capacity and strengthen the adult education system under Section 107 of the State School Aid Act.
The innovations may include, but are not limited to, synchronous and asynchronous program delivery, wraparound supports for participants, alignment between adult education services and postsecondary education, colocation with Michigan Works! or community colleges, and high-quality professional development for adult education staff. The applicant must demonstrate how the proposed innovation builds off existing research and best practices to support achievement of the defined goals.
