Who We Are
The mission of Agricultural and Foreign Labor Services is to engage employers to enhance employment and training opportunities and improve quality of life for workers within Michigan's migrant and seasonal worker dependent Industries.
Agricultural Employment Services
Agricultural Employment Services provides employment and training services to Employers and Migrant and Seasonal Farmworkers (MSFWs) to facilitate referrals between employers seeking workers, and workers seeking employment.
Foreign Labor Services
Foreign Labor Services supports Michigan employers who are seeking to hire non-immigrant foreign workers through the Foreign Labor Certification Program as a temporary employment solution in order to meet their labor needs.

The Michigan Agriculture and Food Systems Workforce Advancement Initiative
The Michigan Agriculture and Food Systems Workforce Advancement Initiative seeks to help Michigan food growers, processers and distributors develop the technology- and data-savvy workforce they need to fill critical jobs by providing more job-based, experiential learning opportunities and credentials for MFSWs, through partnerships and collaboration with employers, workers, Career and Technical Education centers, Community Colleges, and other industry recognized training institutions that offer agricultural technology education and training courses.

2022 Michigan Works! Conference
LEO-AFLS Administrative Manager Hector Arroyo had the opportunity to co-present at the 2022 Michigan Works! Conference on the topic Understanding Career Pathway Opportunities in the Food and Agriculture Industry, which highlighted the Michigan Agriculture and Food Systems Workforce Advancement Initiative (MAFSWAI), a project funded by the USDA.
OFLC Update
On February 9, 2023, The Office of Foreign Labor Certification published an update to the allowable charges for H-2A agricultural workers' meals and for the H-2A and H-2B travel subsistence reimbursement, including lodging.

State Monitor Advocate / State Complaint Specialist
Monitor Advocates at the national, regional, and state levels help to ensure that the services provided to Migrant Seasonal Farmworkers (MSFWs) are "qualitatively equivalent and quantitatively proportionate" to the services provided to other jobseekers.
