Certification Subcommittee:
The Certification subcommittee serves to ensure that requirements and deadlines defined in the 911 statute are met. This includes reviewing county 911 plans and confirming that the plans are in compliance to receive funding through 911 mechanisms. The subcommittee also performs compliance reviews of counties to ensure that expenditures of 911 funds meet the criteria established by the State 911 Committee as "allowable" expenditures.

In 2003, the State 911 Committee (SNC) passed a resolution that it would randomly select Michigan counties for “compliance reviews”. The primary purpose of a compliance review is to ensure that a county collecting monies under the authority of Public Act No. 32 of 1986 (as amended) expends those funds in accordance with the act.
Counties that have not had a review in more than 5 years are eligible for random selection during the Certification Subcommittee meetings.
