Air Quality Information

Stellantis, also known as FCA or Fiat Chrysler America, operates automotive manufacturing at numerous locations on the east side of Michigan. The making of a car is a complicated process that requires many steps and thousands of parts.

Not every location makes every part of the car as different machines and expertise is needed to finish the car. Many locations have processes with air emissions and must comply with air quality rules and regulations, have air permits, and have regular inspections by EGLE staff. This webpage lays out the different locations and provides links and information about each location.

Rescheduled for September 5: Informational Session and Public Hearing for FCA Mack Plant Proposed Air Permit

We have extended the public comment period to September 9, and rescheduled the public meeting and hearing to September 5, for the proposed air permit requested by FCA’s Mack Plant.  This is a request to modify their current permit to add requirements for the continued operation of a second air pollution control device and to increase how much particulate matter they are allowed to emit. The comment period has remained open, any comments already submitted on this proposed action will be considered in the final decision. Find more information at Michigan.gov/EGLEAirPublicNotice.

Detroit Assembly Complex

The Detroit Assembly Complex consists of the Mack Assembly and the Jefferson North Assembly Plants. The Mack Assembly plant has recently been converted from an engine plant to an assembly plant. Operations at these two locations now primarily include painting and assembly. Information is available on inspections, stack test, violation notices, and the company's response to those violations. The company also has several air Permits to Install rolled into a Renewable Operating Permit and an application under review.

Updates

  • November 2024: Air Permit No. 14-19B has been issued with changes based on public comments. The permit changes include correction to the stack testing methodology and the removal of obsolete footnotes and stacks. More information can be found in the Response to Comments document and on our public notice page, under “Final Decisions”.

    EGLE sought public input during the comment period. A hybrid informational session and a public hearing were held as part of the public comment period.

  • June 2024: EGLE opened a public comment period on an air permit for the Detroit Assembly Complex – Mack Plant on July 12. The company is requesting to modify their current Permit to Install 14-19A for the existing automotive assembly plant by adding requirements for the continued operation of a second regenerative thermal oxidizer (RTO2) and increasing particulate matter emission limits.   • March 2024: The consent order between EGLE and the FCA Jefferson North Assembly Plant has been finalized without changes. FCA has been in compliance with the 12-month rolling 4.8 lbs volatile organic compound per job emission limit since September 2023.  More details about the decision and the final Consent Order are below:

  • February 2024: The Stellantis Detroit Assembly Complex Mack (DACM) installed and began operating an air pollutant control device called a regenerative thermal oxidizer (RTO) in June 2023.  The control device, RTO2, was installed to reduce odors and resulted from an enforcement action. This action included mitigation measures that resolved multiple verified odor violations issued to the company.
  • January 2024: An on-line informational session and public hearing was held on January 9, 2024, at 6:00 PM EST.
    • December 2023: EGLE is seeking public input on a proposed consent order. The proposed consent order contains a compliance plan, a monetary fine, and fines for future violations. Comments may be submitted at any time during the comment period ending on January 23, 2024. An online informational session and public hearing will be held on January 9, 2024, at 6:00 PM EST. The meeting will be recorded. A link to the recording will be provided when it is available.
    • July 2023: The company began operation of the second regenerative thermal oxidizer (RTO2) on July 5. EGLE staff did an inspection of RTO2 on July 17 and determined it is installed and operating as required by the existing consent order. The permit associated with this equipment is being drafted and will contain further requirements for testing, monitoring, and recordkeeping. EGLE staff will continue to be responsive to community concerns and do additional investigations when warranted.
    • June 2023: As a result of the May 11, 2023 violation notice issued for odors following community complaints and an odor investigation by AQD, the company is required to pay a stipulated penalty of $5,000 by July13, 2023 as required by the 2022 consent order.
    • May 2023: A violation notice was issued on May 11, 2023 for odors following community complaints and an odor investigation by AQD. The facility has 21 days to respond with a plan to return to compliance. The company's response will be posted once it is received.
    • March 2023: EGLE's AQD did limited onsite air sampling on October 14, 2022.  The purpose of the sampling was to determine whether community odor complaints were linked to specific air pollutants exiting the building at points other than the stacks, including doorways, vents, openings, or storage piles.     • January 2023:  EGLE has started escalated enforcement against the JNAP facility related to the November 14, 2022 violation notice for excess emissions.  The response to the violation notice was received on December 5, 2022 with additional information sent on December 21, 2022.  Escalated enforcement can take time.  More information will be shared as it becomes available.
    • December 2022:  The consent order between EGLE and the FCA Mack Plant has been finalized with changes.  These changes include:
    • November 2022:  A violation notice was issued on November 14, 2022 to the JNAP facility for exceeding an emission limit in their permit for the month of September 2022. The facility has 21 days to respond with a plan to return to compliance. The company's response will be posted once it is received.
    • October 2022:  View the recording of the October 19, 2022, information session and public hearing on the enforcement action.
    • September 2022:  EGLE is taking enforcement action and is seeking public input on a proposed consent order. The proposed consent order contains a monetary penalty, a compliance plan, penalties for future violations, and two supplemental environmental projects (SEPs). Comments can be submitted at any time during the comment period ending on November 2, 2022.  An informational session and public hearing will be held on October 19, 2022, at 6:00 PM EDT.
    • August 2022:  Work on the enforcement action is moving forward and is anticipated to go out for public notice and comment on the Mack Plant in fall 2022.  The public notice and comment period will include a virtual information session and public hearing.  Comments will be accepted at any time during the comment period.  More information will be shared at Michigan.gov/EGLEAirPublicNotice (choose “Compliance / Consent Orders” as it becomes available). Repeat sampling is still being planned for fall 2022. EGLE will share results of this sampling when received.
    • July 2022: On-site air sampling on the Stellantis property was completed in early June. This sampling was done to further evaluate sources of potential odors. Unfortunately, due to samples being damaged by high temperatures during shipping, the samples were ruined and could not be analyzed. Because the samples were damaged, the results would not be valid. Staff at EGLE and Stellantis were very displeased with this news and are working hard to redo the sampling. The results of sampling can take four to six weeks and will be shared once they are received. EGLE continues to work through the air permitting and enforcement process. Progress in both these areas is being made.
    • May 2022: Recent compliance activity has included:
      • The submittal of an air permit application by Stellantis requesting the installation of a new air pollution control device, called a Regenerative Thermal Oxidizer or RTO and changes to existing exhaust equipment.
      • A May 20, 2022 violation notice for objectionable odors.
      • Continuing progress on the escalated enforcement action.
      • Final planning for additional onsite air sampling to help further evaluate sources of potential odors.
    • March 2022: EGLE continues to respond to and evaluate complaints. An additional violation notice was issued for objectionable odors on March 24, 2022. EGLE is working through the escalated enforcement process, partnering with the USEPA, and consulting with MDHHS on matters related to evaluation of public health. Additional information will be posted as it becomes available.
    • January 12, 2022: EGLE will host an on-line community meeting to talk with the public about air sampling activities around the Stellantis - Detroit Assembly Complex in Detroit, Michigan. The online meeting will be on Thursday, January 27, 2022, at 6:00 PM EST. The meeting will be recorded and the recording posted soon. A link will be provided when it is available.
    • January 27, 2022: On-Line Community Meeting
    • January 11, 2022: Stellantis has submitted the Detroit Assembly Complex Mack Odor Investigation, Analysis, and Mitigation Plan as part of their response to the violation notices. EGLE is reviewing the plan.
    • December 21, 2021: Stellantis notified EGLE that corrections has been made to the assembly line ductwork. The ductwork is now venting emissions to the control devices, as the air permit required. EGLE and MDHHS continue to investigate odors and evaluate air sampling results.
    • November 22 & December 8, 2021: The Michigan Department of Health and Human Services (MDHHS) contractors conducted air sampling near the facility. The samples from November 22 have been analyzed by laboratory staff and the results have been provided to MDHHS. The samples collected on December 8 are being analyzed by laboratory staff.
    • November 22, 2021: At EGLE's request, the United States Environmental Protection Agency did mobile air monitoring on November 16 and 17 using their Geospatial Measurement of Air Pollution (GMAP) vehicle. Results of the monitoring and the evaluation can be found in their GMAP Report for November 19, 2021. Please note that canister samples collected during this monitoring are still being analyzed by laboratory staff. These results will be added as soon as they become available.
    • November 18, 2021: EGLE has started escalated enforcement against Stellantis related to violations above.
    • Autumn 2021: Recent compliance activity has included September 20, 2021, October 20, 2021, and November 3, 2021 violation notices. These violations were related to odors and improperly installed equipment.

Mack Assembly Plant

(Formerly Mack Engine Plant) Historic Information: Almost all equipment contained in this plant has been retired with the switch from engine work to assembly work. Information is available on inspections, stack test, violation notices, and the company's response to those violations. The company also has several Air Permits to Install rolled into a Renewable Operating Permit.

 

Warren Truck Assembly Plant

The Warren Truck plant is an automotive assembly plant. Operations primarily include painting and assembly.

Warren Stamping Plant

The Warren Stamping Plant is metal stamping and shaping plant that makes larger metal automotive parts. Information is available on inspections, stack test, violation notices, and the company's response to those violations. The company also has several Air Permits to Install. This location is included in the Renewable Operating Permit for the Warren Truck Assembly Plant.

 

Sterling Heights Assembly Plant

The Sterling Heights Assembly Plant is an automotive assembly plant. Operations primarily include painting and assembly. Information is available on inspections, stack test, violation notices, and the company's response to those violations. The company also has several Air Permits to Install rolled into a Renewable Operating Permit.

 

Sterling Heights Stamping Plant

The Sterling Heights Stamping Plant is metal stamping and shaping plant that makes larger metal automotive parts. Information on inspections, and if applicable, stack tests, violation notices and the company's response to those violations, is available. Information is available on inspections, stack test, violation notices, and the company's response to those violations. This location does not currently have any Air Permits to Install or Renewable Operating Permits.

 

Trenton Engine Plant

The Trenton Engine Plant builds and tests automotive engines. Information is available on inspections, stack test, violation notices, and the company's response to those violations. The company also has several Air Permits to Install rolled into a Renewable Operating Permit.

 

FCA / Chrysler Technology Center

FCA Tech Center performs research and development for automobile, light duty truck, and vehicle component manufacturing. Operations include dynamometer test cells, pilot assembly processes, test painting, and various lab activities. Information is available on inspections, stack test, violation notices, and the company's response to those violations. The company also has several Air Permits to Install rolled into a Renewable Operating Permit.

 

Dundee Engine Plant

The Dundee Engine Plant builds and tests automotive engines. Information is available on inspections, stack test, violation notices, and the company's response to those violations. The company also has several Air Permits to Install rolled into a Renewable Operating Permit.

 

FCA US, LLC

This facility has an Air Permit to Install for several back-up generators.
