Clean Water State Revolving Fund
Michigan's Clean Water State Revolving Fund (CWSRF) program is a low interest loan financing program that assists qualified local municipalities with the construction of necessary wastewater and storm water infrastructure projects. These projects improve water quality, the environment, and protect public health.
Drinking Water State Revolving Fund
Michigan's Drinking Water State Revolving Fund (DWSRF) program assists public water suppliers in meeting the requirements of the Safe Drinking Water Act and address environmental or public health concerns by offering low-interest loans (for 20, 30, or 40-years) to eligible water suppliers.
Strategic Water Quality Initiatives Fund
The Strategic Water Quality Initiatives Fund (SWQIF) is a low interest revolving loan program that allows qualified municipalities to access financing for the construction of needed water pollution control facilities that may not qualify for SRF assistance.
Water Infrastructure Grants
These grants are managed by the Water Infrastructure Funding and Financing Grants Unit and include technical assistance and pre-construction activities for water infrastructure projects. Learn more about programs that are in progress or accepting new applications.

How to Apply
Potential applicants to the State Revolving Fund should first review the Eligibility Guidance. Eligible applicants must submit the Intent to Apply (ITA) form below to be considered for funding and financing opportunities. All financing determinations are based on applicant eligibility, priority points, and availability of funds. Applicants should apply for a project with the expectation the program is a loan program first and foremost.
Submittal of this form will assign a Water Infrastructure Funding and Financing Section (WIFFS) project manager to discuss the next steps in the planning process. Any questions regarding your project can be directed to WIFFS Staff.
A preview of the ITA form is available for review prior to submitting the electronic form.
The ITA form is due November 1st, 2025.
