MiEnviro Portal

EGLE is modernizing how information for the department programs are handled. This is being done with a new electronic notification, permitting, emissions reporting, and compliance software product called MiEnviro Portal. This software is built on the same web-based application known as MiWaters, used by EGLE’s Water Resources Division.

MiEnviro Portal

Registered users can apply for and manage permits, pay fees, submit reports required by your permit or certification, review site inspections/evaluations, and many more.

All users can search for public notices and hearings as well as download documents made publicly available through these events - no account needed. Users are also able to submit a complaint of pollution, spills, or unauthorized activities on our waterways or air.

Water Resources Division (WRD) 
MiEnviro (formerly known as MiWaters) is the WRD permitting and compliance application for multiple programs including Aquatic Nuisance Control, Groundwater, Wastewater Construction, and Water Resource Permitting.

MiEnviro Portal Account FAQs

  • To complete any of these actions you will need a MiEnviro Account:

    • Apply for permits and initial/renewed registrations
    • Manage your permits (pay fees, apply for renewals)
    • Submit reports (required by your permit or certification)
    • Submit service requests
    • View and print issued permits and registrations
    • See your notifications
    • Review evaluation/site inspections

    You DO NOT need a MiEnviro Account for the following actions:

    • Public Notice Search or Comment
    • Combined Sewer Overflow/Separate Sewer Overflow (CSO/SSO) Discharge Search (WRD only)
    • Site Map Explorer - Public Access to Many Documents including Permits
    • Submit Complaints on Spills, Pollution, Unauthorized Activity
  • Go to MiEnviro.Michigan.gov and click “Create A MiEnviro Account”

    Once on the Create an Account page fill out the required information. Be sure you are using a valid email address. Your password must be at least 8 characters long, include upper and lower-case letters, at least one number and special character. Address any errors shown in red. After you have completed the form correctly click the “create account” button on the bottom left.

    Next go to your email and click the verification link in the email to activate your account.

    Once you activate your account thru email go to

    https://mienviro.michigan.gov/ncore/login to log in. Your Username is your email address.

  • In MiEnviro on the upper right you will find a symbol of a person and your username.  Click on your name and it will take you to the User Profile screen where you can update your legal name, title, company name and phone number, and chose your notification delivery preference to receive email notifications from MiEnviro and change your password.

    Please note: Shared Accounts are not authorized within MiEnviro.  User accounts must represent an individual and name changes should only result from legal name changes or change in place of employment of the user.

  • If you would like to update your email address, please send an email request to the correct program (email: Air, Water, or Medical Waste) including your current email address, new email address and the reason for the change. You will receive an auto-generated email to both email addresses when the change has been made. Shared accounts are not authorized within MiEnviro. User accounts must represent an individual and cannot be transferred to another employee.

  • If you need to reset your password, click the forgot password link at the log in screen for MiEnviro. You will be prompted to enter your email address and answer a security question.

  • Security questions are case sensitive. If you have forgotten the answer to your security questions, please send an email request to the correct program (email: Air, Water, or Medical Waste) to have them reset. You will be asked to verify your identity.

  • If you are locked out of your account, please send an email request to the correct program (email: Air, Water, or Medical Waste) to have your account unlocked. You will be asked to verify your identity.

  • If you do not already have a MiEnviro account, you will need to create one at mienviro.michigan.gov

    Instructions on how to fill out the Joint Permit Application

    1. Log in to MiEnviro
    2. Click “Start a New Form”
    3. Click “I want to start a new application”
    4. Type “JPA” in the filter box on the upper right to search for the digital Joint Permit Application. Select the form “EGLE/Joint Permit Application (JPA)…”.
    5. Click “Begin” to open the form in MiEnviro and provide the requested information. If applying for a project in a critical dune area or high-risk erosion area, choose “Individual Permit”.
    6. Upload the requested documents including location map, a detailed site plan and cross-sections with dimensions, an authorization letter if you have an agent and/or proposed work (including access) is taking place on property that you do not own.
    7. Submit your payment. See the fee schedule.

  • Administrators of a site can invite other users to join by clicking “authorized users” and the green “invite user to join” button.  You will be prompted to enter the name, email address and role you would like the person to have.  An auto generated email will be sent to both you and the person you invited with a link that will connect them to the site when they click it. Roles provide different capabilities:

    • Viewer - May view site information but cannot make any changes
    • Editor - May fill out forms and reports. May need to require certifier permissions to submit, depending on form type
    • Administrator - Can edit site information, invite other users to join the site, inactivate users, and request certifier permissions for users

    Authorized users also allow administrators to change roles that have been assigned to individuals and inactivate users who are no longer involved in the site.

  • Under federal rules, certifier rights are needed to submit certain types of forms and reports. To be granted certifier rights it is required that users submit a Certifier Agreement Form that must be approved by the department and an administrator for the site must request certifier status in MiEnviro. Certifier status can be requested by clicking on Authorized Users and clicking “open” to the right of the person you are requesting certifier status for. Then click the “request Certifier Access” button and download the certifier agreement form to completed, signed and the original wet ink signature form mailed via U.S. Mail to Certifier Agreement Administrator, Michigan Department of Environment, Great Lakes, and Energy, P.O. Box 30458 Lansing, MI 48909-7958. The address is available on the top of the agreement form also.

  • If you have a change in staff or would like to update contacts for any reason you can do this by clicking details on the left of the screen under your site name and then contacts in the upper middle tab.  Here you can click the green button to add a new contact or the open button to the right of the person’s name you would like to edit or inactivate.  You cannot permanently delete a contact for historical record purposes.

  • To search for a Public Notice in MiEnviro you do not need a MiEnviro account. Go to the MiEnviro home screen and click the Public Notice Search box.

    Here you can view all current public notices, or search for a specific one by clicking on the down pointing triangle.

    If you would like to comment on a public notice, click the “view/submit comment” button to the right of the public notice. Here you can find out the detail, view the documents and submit a comment by clicking “add comment”.

  • You do not need a MiEnviro account to use Site Explorer
