Submitting BEA Reports Electronically

To submit reports through RIDE electronically, you need to be a RIDE registered user. For instructions on becoming a RIDE registered user, see the Become a RIDE User guidance page. All BEAs should be submitted following guidance on the Electronic submittals page. As with other submittals, providing a BEA through RIDE replaces the need to use the BEA Submittal Form (EQP4025). During the submittal process, you will be guided through a wizard which replicates the information on the hardcopy form. The BEA Submittal Form should not be part of your attachment when providing a BEA Submittal through RIDE.

All BEA submittals need to be primary and secondary certified. For more information, please see our secondary certification guidance page. Please refer to the guidance below for further secondary certification information of different BEA scenarios.

Special BEA scenarios

If you are unable to find an existing location in the Inventory of Facilities, please refer to our Location Not Found feature. This feature will primarily be used for the submittal of BEAs but could be used for other Part 201 submittals as well.

 

Secondary Certification for a Location Not Found Submittal

When using the Location Not Found feature to submit via RIDE, you will receive an email with the Facility ID for your submittal(s). Once you receive the email, you can navigate to your submittal(s) using the newly created Facility ID number and perform the secondary certification step. The report will not be considered administratively complete until secondary certification is completed

A RIDE entry should be created for each organization/contact that is submitting the BEA report. For example, if a BEA is being submitted on behalf of an owner and two separate operators, there needs to be three RIDE entries for the submittal. The attachment, however, only needs to be included with one of the three entries. This is also true when using the Location Not Found feature.

 

Secondary Certification for submittals with multiple regulated entities

If using the Secondary Certification Authorization Form (EQP4032) for the secondary certification step, each regulated entity needs to fill out form EQP4032 and it should be included as the first pages of the attachment of the report. If you are not using the Secondary Certification Authorization form, each regulated entity would need a RIDE user account, then they can access their submittal and perform the secondary certification step.
