Michigan’s State Tracking and Reporting (MiSTAR) system
The Michigan’s State Tracking and Reporting (MiSTAR) system now allows the regulated community to submit electronic data for oil and gas production reporting, Class II UIC reporting, and both 615 and 625 Permit applications to the Michigan EGLE Geologic Resources Management Division (GRMD). It replaces paper submittals, the previously used EForms permitting process, and the previously used Oil and Gas Production E-file reporting system utilized by both the Michigan Public Service Commission (MPSC) and the Geologic Resources Management Division (GRMD). All owners and operators of Class II wells and those submitting oil and gas production data are required to use the MiSTAR systems to fulfill the regulatory requirements.
The MiSTAR system allows for data submittals via Electronic Forms or manual data entry. An electronic form may be submitted as a Comma Separated Value (CSV) or Excel (.xlsx) file. Once a form is uploaded (or manually entered) and submitted to the agency it will be reviewed and either returned or accepted.
To receive access to MiSTAR, operators must complete and submit (according to instructions) the following:
The information above will be used to designated individuals authorized to submit forms for specific Operators/Permittees. If designated individuals are to be added or removed from the reporting responsibilities, a revised Well Permittee Organizational Report must be submitted to reflect the changes. Should the individual signing the Certification below no longer have authority over the submission of reports, a new signed Certification is required to be submitted. It is the responsibility of the operator to assure that the MiSTAR login credentials are held confidential and only used by those individuals authorized to submit the electronic filings on behalf of the organization they represent. After the required documentation is received and processed, all users will be required to create MiLogin Business accounts using the same emails submitted via the Organization Report.
MiSTAR can be accessed through MiLogin and existing MiSTAR users should have their emails recognized from the organizational reports on file which will streamline access to MiSTAR.
To create a new MiLogin account please follow the following instructions.
Visit MiLogin for Business
Select on the “Create an Account” button beneath the login button on the main page and follow the instructions to create your account. Make sure to use the same business email address which was used in your company’s Org Report. A one-time passcode will be sent to this email address for verification purposes.
Once you have your account and can log into the MiLogin system, you can add the MiSTAR application to your list of apps by clicking on the “Find Services” button under the Discover Online Services section of your personal landing page. You can then search for “MiSTAR” in the Search for Services bar. When you find the application click on it and then select the checkbox next to “I agree to the Terms & Conditions” and click on the “Request Service” button. Once you have been granted access to the MiSTAR system you will receive an email verification and the application will appear at the bottom of your main MiLogin landing page.
