Part 111 Receipt of Request for Site-Specific Land Disposal Restriction Treatability Variance
The Michigan Department of Environment, Great Lakes, and Energy (EGLE) has received a request from Bay West LLC, 5 Empire Drive, St. Paul, Minnesota on behalf of Strebor, Inc. (Strebor), 2305 Superior Avenue, Kalamazoo, Michigan, for a Land Disposal Restriction Treatability Variance (Variance) to dispose of spent carbon, personal protective equipment (PPE)/debris, and contaminated soil waste generated by Strebor, Inc. located at 2305 Superior Avenue, Kalamazoo, Michigan (Strebor). The Variance request has been submitted to petition EGLE to allow the waste to be disposed of at US Ecology's Wayne Disposal Site #2 located in Belleville, Michigan.

The waste is generated by soil and groundwater cleanup efforts being conducted at the Strebor facility in Kalamazoo. The spent carbon, PPE/debris, and contaminated soils that are being generated as part of the cleanup have been impacted by pentachlorophenol (PCP), dioxins, and furans. The waste contains concentrations of these contaminants that require disposal as hazardous waste in accordance with Part 111, Hazardous Waste Management, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended (NREPA).
