The University of Michigan (U of M) - Beck Road Facility (facility) is a hazardous waste container storage facility located at 8501 Beck Road, Belleville, Michigan. The map below shows an aerial view of the facility's location. U of M submitted a Hazardous Waste Management Facility Renewal Operating License (License) Application to the Michigan Department of Environment, Great Lakes, and Energy (EGLE) on August 29, 2019. Timely submission of the renewal application allowed U of M to continue operating under its existing License, dated July 16, 1999, until EGLE reached a final decision on the application.

ISSUANCE OF LICENSE

After approving the application for completeness and technical adequacy, EGLE conducted a public meeting and public hearing on the draft License on September 15, 2021, at the Belleville Area District Library, 167 4th Street, Belleville, Michigan.  No comments were received during the public comment period, which ran from August 12, 2021, to September 30, 2021.  Following the completion of the public comment period, EGLE issued the License on September 30, 2021.  EGLE issued a Notice of Final Decision on the licensing action.  The License term is ten (10) years.

 

BACKGROUND INFORMATION

The License specifies the hazardous waste activities that can be performed at the facility.  Part 111, Hazardous Waste Management, of Michigan's Natural Resources and Environmental Protection Act, 1994 PA 451, as amended, and the administrative rules, and the federal Resource Conservation and Recovery Act of 1976, as amended, (RCRA), and the corresponding regulations, provide enforceable standards for all levels of hazardous waste management, from generation to disposal, and specify how the facility must operate to protect human health and the environment.  They also identify the authorities that EGLE has in licensing and overseeing the facility hazardous waste operations.

Hazardous waste treatment, storage, and disposal facilities (TSDFs) are highly regulated, highly engineered facilities, with extensive design and oversight requirements.  The hazardous waste rules that prescribe the standards that must be met in any license action taken by EGLE include, in part:  waste analysis, training, inspections, preparedness and prevention, contingency and closure planning, recordkeeping and reporting, engineering, management of waste, corrective action, and air emission standards.
