EGLE’s Water Infrastructure Funding and Financing Section surpasses $100 million in American Rescue Plan grants
March 30, 2023
EGLE’s Finance Division and the Water Infrastructure Funding and Financing Section (WIFFS) have utilized American Rescue Plan (ARP) funding to award $140,471,648 in grants to 24 Michigan communities to address drinking water and wastewater infrastructure needs. Sixteen of these communities were determined to be ‘significantly overburdened,’ and therefore received 100% grant funding to assist with their infrastructure improvement projects. Additionally, eight municipalities received ARP funds in combination with State Revolving Fund dollars providing financial assistance to support capital infrastructure improvements across their communities.

ARP funds were awarded to communities that submitted applications under the State Revolving Fund programs for both drinking water and clean water projects.
Drinking water projects include lead service line replacement, watermain repairs and replacements, and upgrades to drinking water assets including new wells, filter membranes, and pressure reducing valves. Clean water projects include sewer system rehabilitation, combined sewer overflow elimination, improvements to wastewater treatment plants and collection systems, lagoon improvements, and nonpoint source mitigation projects.
EGLE provides technical assistance to communities seeking financial assistance via the State Revolving Fund programs. WIFFS staff are available to meet with potential applicants and walk through the application process including providing guidance on schedules, and completion of necessary application documents. Information about the State Revolving Funds can be found on EGLE’s website at Michigan.gov/DWSRF and Michigan.gov/CWSRF or by emailing EGLE-WIFFS@michigan.gov.
