Investment: Build Community
Goal: Shape and strengthen capabilities to build a resilient community to protect lives and property from all hazards.
- Promote the establishment of a state funded Michigan Mitigation Grant Program to offer cost effective measures in reducing or eliminating loss of life and property.
- Improve efficiency of Recovery Program Delivery.
- Migrate equipment inventory and disposition processes into Smartsheet.
- Establish and implement HSGP funded planner monitoring program.
- Increase P3 participation by ten new partners a year.
- Expand and enhance Michigan Preparedness.
- Enhance Michigan’s Radiological Preparedness.
- Complete EMHSTC expansion.
- Enhance coordination of ESF2, Communications Plan, for all stakeholders.
- Continue to enhance the GIS experience for all emergency management stakeholders.
- Develop statewide logistics plan, ESF7, with relevant stakeholders.
- Enhance Michigan All-Hazards Incident Management Teams capabilities.

Goal: Invest in employee and stakeholder growth.
- Increase division participation in the Holistic Group activities.
- Increase planning capacity within the division.
- Continue to support community outreach within the division.
- Enhance EMHSD and SEOC onboarding capabilities.
- Realign EMHSD and IT support as needed.
- Increase hazmat training opportunities.
- Enhance Michigan ProBoard designation.
- Promote comprehensive emergency management programming.
Investment: Advance Public Safety Services
Goal: Actively promote and pursue diversity, equity, and inclusion to strengthen emergency management and homeland security.
- Develop and implement subrecipient civil rights compliance certification process.
- Provide technical assistance in all grant program areas.
- Expand and enhance the State Exercise Program for local and state response.
- Increase validation of Michigan Hazmat teams.
- Finalize and implement the Alternate State Emergency Operations Center and mobile office capabilities.
- Expand capabilities of EMHSD to meet the needs of diverse stakeholders.
- Enhance the Michigan Critical Incident Management System to be responsive to the needs of all stakeholders.
