How Wayne Disposal, Inc. is regulated under the environmental regulations
Wayne Disposal, Inc. (WDI), located at 49350 North I-94 Service Drive, in Bellville, Michigan, is subject to multiple environmental regulatory programs, carried out by multiple government agencies. Each agency issues separate permits or licenses under the authority they are assigned under the regulations.
The permit or license issued by each agency identifies what WDI must do to operate properly, to prevent the release of contaminants to the environment, and to limit any allowed discharge of contaminants to levels determined to be protective of human health and the environment. Each agency requires monitoring and performs independent oversight to ensure that WDI is operating in a protective manner that meets the permits and license requirements. The agencies also share information to ensure compliance.
The Michigan Department of Environment, Great Lakes, and Energy (EGLE), Materials Management Division (MMD) licenses and inspects WDI's hazardous waste operations. MMD inspects WDI's hazardous waste operations at least four times per year. These inspections are typically unannounced and are performed to verify the operations meet the license requirements. MMD evaluates WDI's hazardous waste disposal, emergency planning, employee training, and recordkeeping.
The United States Environmental Protection Agency (EPA) issued a Toxic Substances Control Act (TSCA) permit to dispose of polychlorinated biphenyl (PCB) waste to WDI. The EPA inspects WDI to evaluate compliance with TSCA, and also has the authority to conduct inspections to verify compliance with air, water, and waste regulations.
WDI disposes of Technological Enhanced Naturally Occurring Radioactive Material (TENORM), as allowed by Public Act 688 of 2018. Section 11132 (6) requires Part 111 facilities that dispose of TENORM to conduct an environmental monitoring program and provide results to the Department annually. The most recent final annual report is provided below. Additional reports are available through the Freedom of Information Act (FOIA) request page.
