Finance stormwater infrastructure with Michigan's CWSRF

Michigan's CWSRF is committed to being an innovative and flexible financing method for stormwater infrastructure projects.

Stormwater financing options are flexible:

  • 20 year loan term with 0% interest for the first $5 million
  • 30 year loan term with 0% interest for the first $5 million.

After the first $5 Million the following rates apply:

Applicant Type 20 years 30 years
Standard Applicant 2.50% 2.75%
Overburdened Applicant 2.00% 2.00%
Significantly Overburdened Applicant 1.00% 1.00%

Other eligible project types:

  • Traditional stormwater conveyance pipe, storage, and treatment systems
  • Sediment controls including filter fences, storm drain inlet protection, street sweepers, and vacuum trucks 
  • Green roofs
  • Permeable pavement
  • Infiltration basins
  • Rainwater harvesting collection, storage, management, and distribution systems
  • Wetland/riparian/shoreline protection and restoration
  • Establishment/restoration of urban tree canopy
  • Constructed wetlands
  • Bioretention/bioswales including rain gardens, curb bump outs, and tree boxes
  • Replacement of gray infrastructure with green infrastructure

 

How to Apply

Potential applicants to the State Revolving Fund should first review the Eligibility Guidance. Eligible applicants must submit the Intent to Apply (ITA) form below to be considered for funding and financing opportunities. All financing determinations are based on applicant eligibility, priority points, and availability of funds. Applicants should apply for a project with the expectation the program is a loan program first and foremost.

Submittal of this form will assign a Water Infrastructure Funding and Financing Section (WIFFS) project manager to discuss the next steps in the planning process. Any questions regarding your project can be directed to WIFFS Staff.

The ITA form is due November 1st, 2025.
