Section 35a(4) of the FY 26 State School Aid Act provides $42,000,000 for early literacy coaches at Intermediate School Districts (ISD) to assist teachers in developing and implementing instructional strategies for pupils in grades pre-K-5 so that pupils are reading at grade level by the end of Grade 3. Each ISD is eligible to receive $125,000 per coach from the MDE and must have a minimum of 2 early literacy coaches.
The 2025-26 Section 35a(4) ISD Early Literacy Coach Grant application is now open in NexSys. The NexSys grant application is open November 21, 2025 – December 22, 2025, 5pm EST.
Each ISD is eligible to maintain its current funding allocation. Budgets must be built based on your FY25 coaching allocation.
