Michigan Online Educator Certification System

MOECS is a secure web-based system allowing educators access to their certification data, apply for certificates and endorsements, and renew their certificates.

Michigan Online Educator Certification System (MOECS)

Most certificates expire on June 30 of the year of expiration. Applications are processed as received and expediting services are not available. Processing time is impacted when the application, including supporting documentation, is not complete. For candidates applying with an out-of-state program, please be sure to print the cover letter generated for your application and follow the directions thoroughly.

Obtain or Remove MOECS Access

  • The Michigan Online Educator Certification System (MOECS) is available to educators who hold a valid or expired Michigan certificate or who wish to apply for a Michigan certificate. Substitute teachers must work through their employing district to obtain permits.

    1. Determine if you already have a MOECS account. Visit the MOECS Log-in page.
    2. Click on “Login Assistance.”
    3. Enter your first and last name and the last 4 digits of your social security number.
      • If a MOECS account is located, an email will be sent to you with your login name and instructions for resetting your password.
      • If a MOECS account is not located, you will be instructed to click on “Create Initial Account” which will redirect you to the Michigan Education Information System (MEIS). You will create a MEIS account to obtain a login name and password for MOECS. Important, you want to print the confirmation page at the end of setting up your MEIS account to retain vital log-in information.
    4. Once you have created your MEIS account and have your login name and password, return to MOECS to log in.
      • If you are having trouble logging into MOECS account, please keep in mind that your password must meet 3 out of the following 4 criteria.
        • At least 1 upper case character
        • At least 1 lower case character
        • At least 1 numerical character
        • At least 1 special character
    5. Once logged in for the first time, you must register. Answer the first question: “Would you like to register as:” by choosing “Educator”.
    6. Complete the first part of the registration process by filling in part of your personal profile information and save.
    7. Log out and log back in.
    8. Complete the second part of the registration process by filling in the rest of your personal profile information and save. You will now be on your Home Page and blue navigation buttons will appear in the left menu providing you with many convenient features.
  • To obtain access to MOECS you will need a Michigan Education Information System (MEIS) account. If you have an existing MEIS account you can utilize the one you currently have.

    • Maintain record of your user name, password, and MEIS account number located on the page that said “Please print this page for your records” during the set up portion of the process.

    Once you have a MEIS account you will need to fill out the MOECS Access form linked below and submit it to the Office of Educator Excellence via email at: MDE-EducatorHelp@Michigan.gov.

    Please do not submit duplicate forms. After you have been added to MOECS you will receive an email letting you know you have access and can now log in and utilize the functions of the system.

    Please note that educators utilize a different level of security and a MOECS Access form is not needed to access their personal account in MOECS.
