Temporary School Counselor License
The Temporary School Counselor License (TSCL) is a temporary credential for applicants who have completed all requirements of an approved school counselor educator program or its equivalency in another state, country, or federally recognized Indian tribe, including an internship in a school setting.
Applicants who receive this credential are seeking an initial Michigan School Counselor License (SCL).
Upon issuance of the TSCL applicants are eligible to be hired to work as a school counselor within a K-12 school while completing Michigan testing required for issuance of the SCL.
The TSCL is valid for one year and is non-renewable. The Michigan Department of Education (MDE) issues TSCL in accordance the Michigan Compiled Law (MCL) 380.1233, MCL 380.1531, and the Administrative Rules for the Certification and Licensure of School Counselors R 390.1307.
Criteria
Applicants who earn a master's degree or higher who hold a valid or expired school counselor license issued by another state, country, or federally recognized Indian tribe but who have not yet taken and passed the required Michigan Test for Teacher Certification (MTTC) may be eligible to be issued the TSCL. This temporary credential provides time for passage of the exam while allowing an educator to become employed in Michigan K-12 schools.
Application Process
Applicants submit an application for a School Counselor License by accessing the Michigan Online Educator Certification System (MOECS). MDE will evaluate individuals for eligibility of the TSCL after an application is submitted online, the application processing fee has been paid and all supporting application documents have been received by the Office of Educator Excellence.
Note
In MOECS applicants will need to select they are submitting an application for a SCL. As part of the application process, a series of questions will need to be answered. The answers provided by the applicant are used in the evaluation process to determine an applicant’s eligibility to be issued the TSCL.
