The operating permit program is a national air permitting requirement under Title V of the federal Clean Air Act Amendments of 1990 and is administered by each state. In Michigan, these permits are known as Renewable Operating Permits (ROPs). This page is designed to help initial applicants and those renewing applications navigate the obligations of the permitting program and provide resources to guide facilities through the process. The Air Quality Division (AQD) continues to review, tailor, and amend processes to assist companies in submitting information in an easy and timely manner. We will continue to require the submittal of signed hard copies of documents, but we will accept electronic submittals as the official receipt date. Facilities may continue to submit information electronically and mail the signed hard copies to the appropriate unit or district office. Those choosing to submit electronically, should follow the guidance linked below.

** The data represented in the spreadsheet is for all ROP applications processed by the AQD. Some data elements may not be populated due to database limitations and/or data entry business requirements; the data may or may not be quality assured/quality controlled.
*** Information such as stack test reports, executive summaries, enforcement documents, inspection reports, violation notices (including dry cleaning and asbestos sources), and responses to violation notices.
A source that becomes subject to Title V must submit an initial application.
Once a source has an ROP, it must renew the permit every five years.
Sometimes a source needs to make changes to its ROP after a permit is issued.
ROPs are required to undergo public comment.
Some ROPs are required to have CAM plans as part of them.
ROPs are required to submit compliance-specific records.
Currently, the Templates by Rule are identical for initial and renewal applications. That may change in the future.
