Michigan adopted federal rules specific to healthcare facilities generating hazardous waste pharmaceuticals (HWP) on April 28, 2025. The new rules became effective on May 5, 2025. The new management standards for HWP from healthcare are found in Part 8 of the Part 111 hazardous waste rules, specifically Rules 824 through 833. The new rules adopt the United States Environmental Protection Agency (U.S. EPA) hazardous waste pharmaceuticals rule found under Subpart P of the Resource Conservation Recovery Act (RCRA) rules. As required under federal regulations, Michigan’s universal waste designation for pharmaceuticals was rescinded to meet the federal rulemaking mandate.
