State Funded Submittals & Brownfield Site Assessment Submittals
All State Funded and Brownfield Site Assessment (BSA) submittals must be provided via the RIDE database. To submit through RIDE, users must register for a MiLogin for Business account and then request the RIDE application. For instructions on becoming a RIDE registered user, see the Become a RIDE User guidance page.

Before you begin
To submit through RIDE, users must register for a MiLogin for Business account, and then request the RIDE application. For instructions on becoming a RIDE registered user, see the Become a RIDE User guidance page.
NOTE: If you were provided MiLogin access as a State worker (i.e., MiLogin for Workers) to perform work related to your contract, you should NOT upload reports or invoices using this account. All RIDE submittals and invoices should be uploaded using a MiLogin for Business account.
Step 1: Navigate to the location submittals
- Navigate to the RIDE application and click the “Inventory of Facilities” button.
- Search the Inventory of Facilities table for a location by typing known information into the pertinent field.
c. You can also sort or search the Inventory of Facility table using multiple parameters by using the Display drop down menu and selecting the searchable items or combination of searchable items you wish to display in the view.
d. For a location submittal that cannot be found on the Inventory of Facilities, please use the Location Not Found feature of RIDE.
e. When the facility is found, open the facility details using the ellipsis on the right side of the location line. Then, click the Submittal Upload button.
Step 2: Enter the submittal information
- State funded and BSA submittals are submitted using the Non-Form (NF) submittal type in RIDE (unless Statutory Submittal).
- For state funded submittals, the category will be ‘Expanded Environmental Triage Report’ or ‘State Funded Report’, or an alternate category identified by the EGLE project manager.
- For BSA submittals, the category will be ‘BSA Submittal.’
- Enter the Title of the report. If it is a draft report, indicate that in the title (e.g., Draft Site Status Report).
- The Contact Person, Email and Phone should belong to the individual submitting the report.
- In the comment section, please denote the following things if applicable:
- The Discovery location ID. (e.g., DISC1234)
- Indicate if the report is replacing an existing draft submittal. Enter the draft submittal ID and date it was submitted.
Example: “Replacing 123456789-NF-5, Submitted 6/10/2026” - Indicate if this Non-Form is part of another submission that exceeded file size of 1,000 mb. Example: Part 2 of 123456789-NF-6, submission.
- If none of the options above apply include ‘State Funded Submittal’ or ‘BSA Submittal.’
Step 3: Add attachment
Upload the report as a single pdf., or as volumes. There is a single file size limit of 150-megabytes (MB).
The total of all attachments (i.e., volumes) cannot exceed 1,000MB.
Note: pdf versions of the corresponding EQP Form should NOT be included as part of the attachment; these are replaced by the electronic submittal process in RIDE.
Step 4: Add the organization/company
- The organization/company for state funded submittals should be EGLE.
- The organization/company for BSA Submittals should be the applicant.
- Once you have selected the organization, select or enter the address. The address for EGLE is 525 West Allegan Street, Lansing, MI 48909.
Step 5: Enter the contact information
- For state funded submittals, the contact will be the EGLE Project Manager.
- For BSA submittals, the contact will be the applicant’s information.
- Add a contact by clicking on the Add Contacts button. Once all required fields are input, click Next.
Note: If a Contact is already in the RIDE system, use the dropdown menu to select the contact. If the contact information needs to be entered, use the “Add New” button to input the contact information. Please do not enter an end date for the contact.
