Nonpoint Source Watershed Planning Request for Proposals (RFP) Fiscal Year (FY) 2025 Information

The Department of Environment, Great Lakes, and Energy (EGLE) is requesting proposals to develop new or update existing watershed management plans. Under this RFP, it is anticipated that up to $275,600 in federal Clean Water Act section 205(j) funding will be available for watershed planning projects. We strongly suggest that applicants consult with Nonpoint Source (NPS) staff as they work with partners and stakeholders to develop potential projects. The RFP, appendices, and instructions are posted below.

Forms should be downloaded and saved to your computer, completed, and then submitted with the other components of the grant proposal. Applications must be emailed to EGLE-NPSGrants@Michigan.gov and received by 11:59 p.m., Wednesday, October 8, 2025. Each project should be applied for with a complete proposal package consisting of one electronic copy of all required components.

A webinar will be held on Wednesday, September 10, 2025, beginning at 10:00 am, to explain the FY 2025 NPS Program funding for watershed planning. NPS staff will discuss the grant application schedule, program priorities, eligibility criteria, application requirements, tips for successful applications, and answer questions from the audience. FY25 Planning RFP Schedule

Eligible watersheds: All Michigan Watersheds although the NPS Program generally suggests planning at the HUC10 watershed size level or smaller.

Eligible activities: All activities needed to develop or to update an existing plan to an approvable level.
