AmeriCorps*National Consultation Process
The Michigan Community Service Commission (MCSC) is pleased to have the opportunity to consult with AmeriCorps*National programs to better serve the needs of our state.
The Edward M. Kennedy Serve America Act requires that any applicant proposing a multi-state AmeriCorps program (referred to as an AmeriCorps*National program) consult with the State Service Commissions in the states where they intend to operate an AmeriCorps program. The MCSC sees the consultation process as a way to foster meaningful partnerships that will further promote the use of national service as an effective strategy to address unmet needs in communities throughout Michigan.
Begin the consultation process if your organization is:
- applying for a new AmeriCorps*National program that will serve Michigan;
- currently operating as an AmeriCorps*National program in Michigan and re-competing as new; or
- submitting a continuation application but is proposing to open a site in Michigan for the first time.

Q: What is the consultation process?
A: The Edward M. Kennedy Serve America Act requires that any applicant proposing a multi-state AmeriCorps program (referred to as an AmeriCorps*National program) consult with the State Service Commissions in the states where they intend to operate an AmeriCorps program. This consultation is designed to ensure the most effective use of national service resources and lead to enhanced coordination among AmeriCorps programs. After all National applications have been submitted, CNCS will solicit State Commission input on National applicants proposing to operate in their state.
Q: When do I need to consult with the MCSC?
A: Organizations may begin communicating with the MCSC from the beginning of their planning process. The MCSC is happy to provide assistance during the planning process and to share information about our current AmeriCorps*State programs to ensure that services between State and National programs are not being duplicated.
Q: Do I need to include costs in my budget for Unemployment costs for the members placed in Michigan?
A: No, Michigan does not require programs to budget for unemployment costs.
Q: Do I need to include costs in my budget for Workers Compensation for the members placed in Michigan?
A: Worker's compensation is required for Michigan's AmeriCorps members (if you are not required to pay worker's compensation you must obtain Occupational, Accidental, Death and Dismemberment coverage for members to cover in-service injury or incidents).
