LEO-E&T data requests
Office of Employment and Training (LEO-E&T) information is confidential, but may be disclosed, by request, under specific circumstances. This page will provide you with the requirements and steps that should be followed to request information.
There are three (3) types of information requests that can be made to LEO-E&T that can be provided to eligible requestors. They include requests for individual customer case records; requests for data and information; and requests under the Freedom of Information Act (FOIA). All documents will be released in accordance with federal regulations.

Who can request individual records?
Any person may request their own customer case records or authorize LEO-E&T to release his/her records to a third party.

Requests for individuals' records can be made:
- by the customer by contacting their counselor or local office directly, or
- by a third party by submitting the request to LEO-E&T, accompanied by an authorization for release of information, which is legibly signed by the customer whose records are being released.
The request must describe the record sufficiently for LEO-E&T to locate. The requestor must provide his/her name, address, phone number, email, due date of request and the customer’s signed authorization.

The email request must describe the data sufficiently to enable LEO-E&T to locate. The requestor must provide their name, address, phone number, email and due date of request.

Who can request information under the FOIA?
Requirements and process for submitting FOIA requests
Michigan's Freedom of Information Act (FOIA), MCL 15.231 et seq, allows certain persons to receive copies or make inspections of most public records of public bodies upon written request. The person must sufficiently describe the records he or she seeks.
A fee may be charged to cover the cost of complying with a FOIA request. If a good faith deposit is required, it must be paid within 45 days, or the request is considered abandoned.
FOIA requests must include all the following information:
Individual — acting as their own agent (other than one who claims indigence)
- Complete name
- Address — Must be written in compliance with United States Postal Service addressing standards.
- Contact information — Must include a valid telephone number and/or email address.
Person — acting on behalf of a legal entity (other than individual)
- Complete name of person's agent
- Address of person's agent — Must be written in compliance with United States Postal Service addressing standards.
- Contact information of person's agent — Must include a valid telephone number and/or email address.
