Title I, Part D - Neglected & Delinquent

Neglected and Delinquent (N&D) Education Programs

The Elementary and Secondary Education Act of 1964 (ESEA), reauthorized by the Every Student Succeeds Act of 2015 (ESSA): Title I, Part D - Prevention and Intervention Programs for Children and Youth who are Neglected, Delinquent, or At-Risk legislation defines and funds education programming that supports services in State and local N&D Facilities or Institutions.  In Michigan, State agencies and local school districts are awarded Federal grants to provide services and supports to ensure that children and youth in eligible N&D Facilities or Institutions have the opportunity to meet the same challenging State academic content and achievement standards that all children in the State are expected to meet.  In addition, the funding is utilized to provide services needed to successfully transition students between the N&D Facilities or Institutions and further education or employment.

In Michigan, the Federal N&D funds are awarded to State agencies and local districts, including local education agencies, strict discipline academies, and intermediate school districts, for services directed toward eligible N&D Facilities or Institutions based on the Annual Survey of Neglected and Delinquent Child Care Institutions and the completion of the Application for Funding and Formal Agreement.  While utilizing a continuous improvement process, district and Facility or Institution leadership must collaborate in program planning and implementation to meet the academic and whole child needs.

Title I, Part D, Subpart 1 - State Agencies

Title I, Part D, Subpart 1 grants provide supplemental funding to State-operated delinquent Facilities' or Institutions' education programs run by the Michigan Department of Corrections (adult corrections) and Michigan Department of Health and Human Services (juvenile corrections).

Title I, Part D, Subpart 2 - Local Institutions

Title I, Part A - Neglected and Title I, Part D, Subpart 2 - Delinquent categorical grants provide supplemental funding for eligible locally-operated Facilities' or Institutions' education programs at juvenile detention centers, neglected or delinquent residential child-caring institutions, and county jails.
