Public Act 367 of 2016, Protection of Pupil Privacy, requires that the Michigan Department of Education (MDE) and the Center for Educational Performance and Information (CEPI) post on their websites a notice of the information collected for a pupil’s education records, including an inventory of all pupil data elements and a description of each pupil data element.
In an effort to gain valuable feedback to monitor and improve special education services and programs in the state of Michigan, some unique student-related data are collected by the Office of Special Education in addition to the more general information collected on students through the CEPI Data. These unique data come in the form of surveys and checklists to be completed for randomly selected and representative samples of students who receive special education services across our state.
Specifically, separate survey questionnaires to gauge parent engagement and satisfaction with special education services are sent to parents of pre-school aged children (for all districts, yearly), and to parents of children in kindergarten through 12th grade or in an ungraded setting (for 1/3 of districts each year, with all districts being sampled once every 3 years).
Additionally, for students receiving special education services between the ages of 16 and 26, a checklist is completed on a random sample of students from each district in the state (yearly), to gauge the degree to which secondary transition planning and services are meeting requirements to prepare students who will soon be leaving the education system for career, college, and independent living.
Lastly, another survey is sent to recent graduates and completers of school setting (for 1/3 of districts each year, with all districts being sampled once every 3 years) to gauge how well special education programming in the state is preparing students for career, college, and independent living once they leave the education system.
All information collected is confidential, and efforts are made using the best social scientific practices to ensure that the responses are representative of all students with disabilities across our state. To balance the value of gaining this important information with protecting student/family privacy, any publicly available reports using this information involve summaries only, based on districts, regions, disability type, other demographics, and state-wide summaries. These reports are used for Federal (Annual Performance Report) and Public (MiSchoolData.org) reporting, as required by law and policy of the United States Office of Special Education Programs.
