Ford Motor Company - Saline Plant Corrective Action

The Ford Motor Company, Saline Plant, located at 7700 East Michigan Avenue in Saline, Washtenaw County, Michigan, has been in operation since 1966 and continues to manufacture automotive components.  The Saline Plant contains a 1.6 million square foot manufacturing facility, occupies approximately 180 acres, and is zoned as a Special Planning Area (SPA-1).  The Saline Plant is bounded by properties zoned industrial, residential and commercial, and a railway. 

A series of environmental investigations at the facility identified contaminants of concern in facility soils and groundwater above Michigan's cleanup criteria.  The affected areas are grouped into 17 Operable Units (OU) that include 26 Solid Waste Management Units (SWMU) and four Areas of Concern (AOC).  The Ford Motor Company is required to conduct corrective action for environmental impacts at and from the OUs to protect public health and the environment.

Corrective Action Complete (CAC) Reports

Ford is in the final phase of corrective action for OU-4, OU-14, and OU-3.  The locations of the OUs on the facility can be seen in this OU Figure

Ford submitted to the Department of Environment, Great Lakes, and Energy (EGLE) Corrective Action Complete (CAC) Reports for OU-4, OU-14, and OU-3 on December 11, 2023 to propose that these OUs meet the Corrective Action Performance Standards Attained determinations.  SWMUs and AOCs present at these OUs are identified in this table.  Historical determinations and the current status of other OUs are also provided in the table. 

Corrective action activities at the facility have consisted of an initial Resource Conservation and Recovery Act Facility Investigation (RFI) and Interim and Corrective Measures (ICM) that were submitted to EGLE in a series of workplans and reports of results. 

During the RFI phase, Ford implemented ICM at the facility to reduce or eliminate potential threats to human health and the environment.  The ICM included excavation and removal of contaminated soils to an off-site location for disposal, groundwater collection and treatment off-site, wetland delineation and restoration, and groundwater monitoring. 

The CAC Reports provide data indicating that the interim measures have achieved cleanup levels that support a determination that no additional remediation is needed for OU-4, OU-14, and OU-3.  The CAC Reports document that implemented measures have been effective in reducing contaminants in soil and groundwater to concentrations below applicable criteria and no additional remediation is needed in these OUs.  In addition, an on-site Restrictive Covenant recorded on July 24, 2012, prohibits the use of groundwater at the facility for drinking water and other purposes, and limits land use to Non-Residential activities.  EGLE will continue to monitor activities at the facility as Ford works through the corrective action process for remaining OUs.

Public Involvement 

 

EGLE invites the community to comment on the CAC Reports between April 16 and May 18, 2026.  Comments can be submitted as follows:

EGLE has not scheduled a public hearing regarding the CAC Reports.  However, persons may submit a written request for a public hearing during the public comment period in accordance with Michigan Administrative Code R 299.9514.  Written comments about the CAC Reports should include the name, address, and email of the commentor; a concise statement of the basis for the comment(s); and the supporting relevant facts upon which the comment(s) are based.  Written comments must be postmarked no later than 5:00 p.m. on May 18. 

 

Before issuing a final decision, EGLE will evaluate all comments received.  Information regarding EGLE’s final decision on the CAC Reports will be provided to all persons who submit written comments or are on the facility mailing list.  Requests to be placed on the facility mailing list may be submitted using the form below or by U.S. mail to:  EGLE, Materials Management Division; Hazardous Waste Section; P.O. Corrective Action

Environmental clean-up activity performed to address contamination resulting from hazardous waste treatment, storage and disposal facilities (TSDF) is referred to as "corrective action" in the hazardous waste regulations.  Hazardous waste TSDFs are required to submit corrective action plans to EGLE for review and approval.  The corrective action plans provide details on how the facility owner(s) and/or operator(s) will investigate and clean-up the contamination to meet standards protective of human health and the environment.  Though the corrective action cleanup process varies from site to site, it typically includes an initial site assessment, site characterization, evaluation of remedial alternatives, and implementation of the selected remedy. 

Environmental Justice and Limited English Proficiency

EGLE conducts Environmental Justice (EJ), and Limited English Proficiency (LEP), screenings for communities surrounding a hazardous waste facility as part of the corrective action process.  The EJ screen helps to identify EJ communities in the vicinity of a facility, and to choose the type and scope of site-specific community engagement activities.  For EJ communities, the MMD considers the need for CAC Report approval conditions to mitigate EJ concerns and ensure that authorized activities will be protective of human health and the environment.  The LEP screen helps EGLE identify the need for oral or written translations in identified language(s) for vital documents and public events.
