How local governments can focus on recycling

Zoning and ordinances

Local zoning and ordinances are important tools for enabling recycling infrastructure and services. Communities can use policy mechanisms to support siting of recycling facilities, compost operations, and drop-off locations, as well as to encourage recycling participation.

Learn more about the actions local governments can take on recycling through the Catalyst Communities Initiative.

Local funding structures for recycling

Sustainable funding is essential for maintaining and expanding recycling programs. Communities across Michigan use a variety of funding mechanisms, including service fees, millages, pay-as-you-throw systems, and public-private partnerships.

EGLE offers technical assistance to help local governments evaluate funding options and design systems that are equitable, transparent, and financially resilient. Local governments are encouraged to meet with a Recycling Specialist to learn about different funding structures support collection, processing, education, and long-term infrastructure investment.

Recycling education campaigns

Effective education and outreach are key to reducing contamination and increasing recycling participation. EGLE supports statewide and local campaigns that provide consistent messaging and ready-to-use communication tools. Resources include the Know It Before You Throw It "Recycling Raccoons" campaign. Learn how to launch or enhance local education efforts using proven strategies and templates.

Business collaboration in recycling initiatives

Strong recycling systems depend on collaboration between communities and local businesses. Partnerships can improve material supply, expand collection opportunities, and attract circular economy investment.

Programs like NextCycle Michigan help connect local governments with businesses, entrepreneurs, and innovators working on materials reuse and recycling solutions. The Public-led Solutions Accelerator Track focuses on bringing together teams and initiatives that will accelerate recycling and composting in their communities to support the growth of regional circular economies through collaboration and partnership.

Materials Management Planning

Materials management planning helps communities manage waste more sustainably by focusing on waste reduction, reuse, recycling, and recovery. Michigan’s transition from Solid Waste Planning to Materials Management Planning reflects a broader approach that prioritizes resource management and circular economy strategies.

Local governments play a central role in developing and implementing these plans. EGLE provides guidance, planning tools, and data resources to support plan development, updates, and implementation. Learn more about planning requirements, regional collaboration opportunities, and how plans align with the state’s recycling goals on the Materials Management Planning webpage.
