NPDES - General Permits
Types of Permits
There are three types of NPDES permits- individual permits, general permits and "permit by rule." EGLE's Water Resources Division staff determines the appropriate permit type for each surface water discharge.
An individual NPDES permit is site specific. The limitations and requirements in an individual permit are based on the permittee's discharge type, the amount of discharge, facility operations (if applicable), and receiving stream characteristics.
A general permit is designed to cover permittees with similar operations and/or type of discharge. General permits contain effluent limitations protective of most surface waters statewide. Locations where more stringent requirements are necessary require an individual permit. Facilities that are determined to be eligible to be covered under a general permit receive a Certificate of Coverage (COC).
"Permit-by-rule" denotes that permit requirements are stated in a formally promulgated administrative rule. A facility requiring coverage under a "permit-by-rule" must abide by the provisions written in the rule. Instead of applying for an NPDES permit, the facility submits a form called a Notice of Coverage (NOC).
The issuance of an NPDES permit or certificate of coverage does not authorize violation of any federal, state or local laws or regulations, nor does it obviate the necessity of obtaining such permits, including any other EGLE permits, or approvals from other units of government as may be required by law.

General permit coverage authorizes oceangoing vessels to engage in port operations. Port operations include fueling, loading and off-loading cargo and loading and un-loading passengers. Permit coverage authorizes ballast water discharges provided the discharge is in compliance with one or more of the ballast water treatment conditions and all other requirements contained in the permit. |

Forest Canopy Pest Control |
For the application of a pesticide to a forest canopy to control the population of a pest species (e.g., insect or pathogen) where, to target the pests effectively, a portion of the pesticide unavoidably will be applied over and deposited to water. |

Mosquito and Other Flying Insect Pest Control |
Authorization to control public health/nuisance and other flying insect pests that develop or are present during a portion of their life cycle in or above standing or flowing water. Public health/nuisance and other flying insect pests in this use category include mosquitoes and black flies. |

Nuisance Animal Control and Fish Reclamation |
Authorization to use pesticides to control animal pests in water and at water's edge. Animal pests in this use category include fish, lampreys, insects, mollusks, and pathogens. |

Nuisance Plant and Algae Control |
Authorization to use pesticides to control weeds, algae, and pathogens that are pests in water and at water's edge, including ditches and/or canals. |

Concentrated Animal Feeding Operations |
Animal Feeding Operations that request coverage from the Department. Permit requires implementation of a comprehensive nutrient management plan (CNMP). Authorized discharges: overflow of process wastewater, production area wastewater and/or manure, and silage leachate and runoff when certain conditions are met; and, runoff from precipitation events from land application areas managed in accordance with the CNMP. |

Petroleum-Contaminated Wastewater |
Discharges associated with wastewaters contaminated with gasoline and/or related petroleum product. Does not include non-petroleum groundwater cleanups. |

Mining Wastewater (Formerly: Sand and Gravel Mining Wastewater) |
Discharges of sand and gravel mining wastewater, including mine dewatering water and process generated wastewater. |

Secondary Treatment Wastewater |
Discharges of treated sanitary wastewater which have been treated using secondary treatment processes and comply with applicable secondary treatment regulations at 40 CFR 133.102. |

Wastewater Discharge from Municipal Potable Water Supply |
Discharges associated with the production of potable water, including wastewater from the following types of potable water treatment facilities: iron and manganese removal, micro-filtration, chemical softening, coagulation/sedimentation with filter backwash storage/treatment, and coagulation/sedimentation without filter backwash storage/treatment. Wastewaters that may be authorized under this permit include, but may not be limited to: potable water, filter backwash, filtration reject, decanted sludge dewatering water, influent screen backwash, contact and noncontact cooling water, dehumidifier water, sump drainage water, hydraulic valve operator water, pump seal water, water from hydrant flushing, and fire system suppression test water. |

MIG690000 (effective August 1, 2024) | Dredging Dewatering Water | Discharges of dredging dewatering water resulting from the removal of sediment from lakes, waterways, harbors, or marinas or as otherwise necessary to provide for boating, and other similar wastewaters associated with dredging projects. |
Public Swimming Pool Wastewater |
Discharges of wastewater associated with the operation and maintenance of public swimming pools, including pool overflow, periodic pool drainage, and treated pool filter backwash. |

Land Application of Biosolids |
Land application of biosolids. This permit is limited to facilities that generate biosolids which are applied to the land in bulk. |

Stormwater Discharges from Municipal Separate Storm Sewer Systems (MS4s) - Jurisdictional General Permit |
Direct or indirect point source discharges of stormwater and non-stormwater throughout the federally designated urbanized area of a municipality that has requested coverage under this general permit. Best management practices are required for stormwater pollution control. |

Non Contact Cooling Water |
Discharges of noncontact cooling water which complies with the temperature requirements of the Part 4 Rules of the Michigan Act 451. |
Hydrostatic Pressure Test Water |
Discharges from the hydrostatic pressure testing of new and existing piping, tanks, vessels and other associated equipment which have been physically cleaned and/or provided with effluent treatment. This permit also covers other discharges of similar short-term duration and discharge quality, such as: prover loop water; tank and/or meter calibration water; and flushing, testing and/or disinfection of potable water systems. |

Wastewater Stabilization Lagoons |
Wastewater stabilization lagoons that discharge seasonally. Aerobic lagoons, both mechanically aerated and non-mechanically aerated, which discharge treated sanitary wastewater are included. |

Stormwater Discharges Not Associated with Special-Use Areas for Cycle-Year 1 Watersheds |
Discharges of stormwater (and specified non-stormwater) to surface waters of the state located within a cycle-year 1 watershed. |
