Initial Assessment Report (IAR) submittal instructions

Submittal description

An Initial Assessment Report (IAR), must be submitted by the owner or operator that is liable defined by Part 213, Section 324.21308a and 324.21308a(2)(b) of the Leaking Underground Storage Tanks, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended, (1) within 180 days after a release has been discovered.

RIDE submittal

EGLE requires that this submittal type be provided using the Remediation Information Data Exchange (RIDE) system. Specific information on uploading submittals using RIDE is on the Electronic Submittals guidance page. If you are already a RIDE User, navigate to MiLogin for Business to access RIDE.

Secondary certification

This submittal requires both primary certification (usually a consultant) and secondary certification (the regulated entity). Certifications act as the electronic signatures for submittals using RIDE.  For more information, please visit the secondary certification guidance page.

Administrative requirements

The following elements must be provided for the submittal to be accepted by EGLE:

  • Secondary Certification by the Regulated Entity is required. If the consultant is performing Secondary Certification on behalf of the Regulated Entity, then EQP4032 must be completed and placed as the first pages of the Attachment.
  • If this is an amendment to an existing IAR, select ‘Amendment to Initial Assessment Report’ in the Submittal Action field.
