EGLE grant will help redevelop two contaminated properties and bring new homes to downtown Traverse City

The Michigan Department of Environment, Great Lakes, and Energy (EGLE) is awarding a $1 million grant to turn two contaminated properties in downtown Traverse City into new housing, new commercial space, and new parking garages. The $57.25 million Grandview Vision project is part of the city’s long-running work to revitalize and improve its Warehouse District.

The two properties are at 207 Grandview Parkway and 229 Garland Street. The Grandview Parkway site was used by a dairy manufacturing and canning company from 1920-1971 and then for office space until the buildings were demolished in 2018. It’s currently a vacant fenced-in lot used as a construction staging area. A leak from an underground storage tank was reported in 1992. $640,000 in state funding was used for assessment and cleanup. The Garland Street site has been a warehouse since 1938. The properties are contaminated with petroleum compounds, metals, and chlorinated solvents.

The EGLE Brownfield Redevelopment Grant will be used for new site assessments, building demolition and asbestos abatement at Garland Street, transportation and disposal of contaminated soil from both sites, and the installation of a vapor mitigation system in the new building on Grandview Parkway. The Grand Traverse County Brownfield Redevelopment Authority (BRA) contributed $64,500 to pay for initial site assessments.

The redevelopment plans call for a mixed-used building with 20 new condos, retail space and limited underground parking at 207 Grandview Parkway. 229 Garland Street will have retail space and a multi-story parking garage. The city and the Traverse City Downtown Development Authority (DDA) are putting $1 million towards pedestrian-friendly infrastructure improvements around the site. It’s part of an overall $4 million investment the city and DDA are making in the Warehouse District alongside a roughly $575,000 local brownfield redevelopment fund loan from the Grand Traverse County BRA toward the development of the Marriott Tribute Hotel slated for fall 2025. More than half of EGLE’s annual budget supports local projects, protects public health and the environment, and helps create economic growth and jobs for Michigan workers. Redevelopment increases the value of brownfield sites and other nearby properties. In 2024 EGLE awarded $25.1 million in brownfield incentives to 87 projects around Michigan.
