EGLE grant will help turn a contaminated site in Orchard Lake into new housing and shops

The Michigan Department of Environment, Great Lakes, and Energy (EGLE) is awarding a $1 million grant to a brownfield redevelopment project that will bring new housing and jobs to Oakland County. The redevelopment will happen at 4210, 4200 and 4196 Orchard Lake Road in the city of Orchard Lake Village.

The property at 4210 Orchard Lake Road was home to a dry cleaner from 1964 to 2021. Chlorinated solvents from that business have contaminated soil and groundwater at the site. Contaminated groundwater has spread next door to 4200 and 4196 Orchard Lake Road. The EGLE Brownfield Redevelopment Grant will pay for excavation, transportation, and disposal of an estimated 10,0000 tons of contaminated soil, and for a vapor mitigation system in the new building. 

The city has approved $500,000 in Tax Increment Financing (TIF) for the project. TIF allows the increase in property tax revenue on the finished project to go to the developer until it has recouped its eligible costs.

The environmental work will make the site safe for the $14.3 million Orchard Shoppes redevelopment. It will be a mixed-use building with space for three retail businesses on the ground floor and 24 new rental apartments above. The city of Orchard Lake Village expects it to create 20 new full-time equivalent jobs. The city also plans to invest $500,000 in infrastructure improvements as part of the project, including pedestrian paths, LED streetlights, and better street signs. Construction on Orchard Shoppes is expected to be finished in the spring of 2027.

 

More than half of EGLE’s annual budget supports local projects, protects public health and the environment, and helps create economic growth and jobs for Michigan workers. Redevelopment increases the value of brownfield sites and other nearby properties. In 2024 EGLE awarded $25.1 million in brownfield incentives to 87 projects around Michigan.
